PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-78-132
_This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

SUBJECT:
PLANT SHUTDOWN FOR REPLACEMENT OF SPLICES IN SAFETY RELATED CIRCUITS The reactor was shutdown July 14, to replace splices in electrical cables located inside the containment at the containment electrical penetrations.
The technique originally used to field fabricate these splices was not that currently accepted as qualified to withstand the containment post LOCA environment.
Splices in approximately ninety (90) w cables in safety related circuits are involved.
The licensee will be replacing these with the previously environmentally qualified "Raychem" splice.
During this outage ~14 electrical cables will also be replaced.

The outage is expected to last up to 4 days.
Media interest is expected because of a reactor shutdown.
The State of Connecticut has been informed.
A press release was made by the licensee and NRC.
NRC, Region I, (Philadelphia) received the latest information of this occurrence by telephone from an inspector dispatched to the, site July 15.
