AFFIDAVIT _ OF LOUIS C. SUTHERLAND Louis C. Sutherland, being on oath, deposes and says as follows:

1. I am Deputy Director and Principal Scientist at Wyle Laboratories, El Segundo, Californla. A statement of my professional qualifications !s attached hereto.
2. We have analyzed the feasibility of alerting Newburyport, Massachusetts through the use of an aircraft carrying a high-powered outdoor sound system and determined that this would be a workable procedure to providing an alerting tone to the residents within the boundaries of the City. The following summarizes our analysis.
3. The FEMA criterla for stren alerting was used as the basis for system analysis. The PEMA criteria are to provide a 60 dB(C) alerting tone for areas with a population density less than 2,000 people per square mile and an alerting signal of 70 dB(C) for population densities of over 2,000 people per square mile. For the alerting signal to be effective for residents, an acceptable balance of loudspeaker power, directivity pattern, aircraft altitude, and aircraft ground speed must be achieved. )

4. The Wyle analysis was based on using a commercia!!y-available high-powered public-address system mounted on or in the aircraft. The sound propagation characteristics of ruch a system were extrapolated from measured data. Our analysis B710000110 871001 )

concluded that a suitable combination of aircraft altitude, velocity, and loudspeaker enounting configurations would meet the above-stated criteria. For example, one workable approach could be for an aircraft to traverse the alerting route over I o Newburyport at an altitude of 2,000 feet and a velocity of 80 m.p.h. 1 I
