MacDONALD James A. MacDonald, being on oath, deposes and says as follows.

I am the Radiological Assessment Manager at Seabrook Station; my professional qualifications are already a matter of record in this proceeding.

. sirens from within the City of Newburyport, MA.

.The Seabrook Station Alert and Notification System f

l is an integrated system of' sirens installed in.the City l

l and each of the remaining five Massachusetts Plume 1

Emergency Planning Zone (PEPZ) communities.

As an integrated-system, the acoustical coverage pattern for any one PEPZ community is dependent upon both the sirens i

installed within that community as well as those. installed in: contiguous communities,. particularly those along community borders.

This' integrated system. design is shown graphically and acoustically in Figures 2.1-2 and 2.1-3 of Volume 1 of

- the New Hampshire Radiological Emergency Response Plan.

In the case of the City of Newburyport, which lies j

- at least five miles from Seabrook Station, there are I

sirens installed in the contiguous communities of Salisbury, Amesbury and Newbury, Massachusetts, that as part of their acoustical coverage pattern, include portions of the City of Newburyport.

Specifically, coverage assistance for Newburyport comes from at least Salisbury sirens SA-1, SA-5, and SA-G Amesbury sirens AM-6 and AM-7 and from Newbury sirens NB-1 and NB-4.

To provide an alerting signal to the general public in those areas of the City of Newburyport not acoustically covered by the sirens mentioned in No. 5 _ _ _ _ _ _ _ _ - _ _ - _

above, NHY has selected an additional means of public l

notification to augment the siren system.

7.

An electronic siren system mounted on an aircraft will be used to provide an airborne method of public alerting in the City.

The electronic siren equipped aircraft and a pilot will be ready for deployment around the clock, seven days per week.

The aircraft will be operated in full compliance with all applicable FAA requirements such that the same level of compliance with U

h 10 CFR 50.47(b)(5), as was the case with the removed Newburyport sirens, will be achieved.

Onsite procedures will be established to place the pilot and aircraft on standby should an Alert level of emergency classification be declared, and the public notification mission for Newburyport will be deployed should either a Site Area Emergency or General Emergency be declared.

Immediate deployment would occur if an immediate Site Area or General Emergency should be experienced.

9.

As an additional means of assurance, NHY will have the capability to deploy a mobile alerting arrangement at any time the unlikely combination of aircraft unavailability and Site Area or General Emergency occurs.

10.

NHY will procure the equipment and make the necessary arrangements for the augmented capabilities e
