Gentlemen
This refers to the special, unannounced inspection conducted by Mr. Jordan
of this office on August 25-27, september 7 and 28,1972, of activities
at Quad-Citiss Units 1 and 2 authorized by AEC Operating License Nos.
DPR-29 and DPR-30, and to the discussions of our findings held by the
inspector with Messrs. Palmer and Stephenson on August 27, September 8,
September 28, and to telecons with Mr. Stephenson on October 9,10, and 11,
1972.
Areas examined during the inspection included events, investigation, and
corrective measures regarding the Unit 2 jet pump failure on August 20,
1972, and the Unit 1 jet pumps surveillance testing subsequent to the
Unit 2 failure. Within these areas, the inspection consisted of selective
examinations of procedures and representative records, interviews with
Quad-Cities Station personnel, and observations by the inspector.
No items of noncompliance with AEC requirements were identified within
the scope of this inspection.
We understand that prior to restart of Unit 2 reactor, you plan to
perform a safety analysis of the effects of unrecovered components remaining
in the reactor vessel during reactor operation, complete the jet pump
repairs, and make reasonable efforts to preserve the vibration instruments-
tion previously installed on jet pumps 11 and 12. We further understand
that you are considering measures to improve your jet pump operability
surveillance testing to make this testing more meaningful and that
appropriate revision of your technical specification requirements will
be proposed. We also understand that you plan to continue increased
surveillance of Unit 1 jet pump operability until you physically inspect
the jet pumps in early 1973 during your planned in-service inspectica
outage. We will examine your action on these matters during a
subsequent inspection.

Section 2.790 of the AIC's " Rules of' Fra'etice," Part 2 Title 10, Code
of Federal Regulations, a copy of this letter with the enclosed inspection

report will be placed in the AIC's Public Document Room. If the inapection
report containa information which you or your contractors believe to be
proprietary, it is necessary that you submit a written application to thia
office, within 20 days of the date of this letter, requesting that such
information be withheld from public disclosure. If such an application
is submitted, it must identify the basis for which information is claimed
to be proprietary and should be prepared so that. proprietary information
