Gentlemen:

In our letter to Commonwealth Edison dated July 26, 19 U , item number 10 (

stipulated that additional technical specifications were needed for the i suppression chamber vacuum breakers to the drywell. Y,our response to this item should be submitted as an amendment to the SAR.with three signed originals and thirty-seven additional copies.

In order to assure satisfactory pressure suppression under all LOCA conditions, additional information regarding the vacuum breakers is required for our reviews

1. The vacuum breakers shall be tested at the same intervals as the ECCS valves. Describe your testing procedure, the bases for these procedures, and the frequency of testing.
2. Radundant position indicators shall be provided en the vacutza breakers. Explain the position indicator system used for these vacuum breakers and how these indicators alert the operators when a vacuum breakar(s) becomas inoperable or does not completely close. Ins trumen ta tion LCO and surveillance requirements also are required.
3. Prwide analyses of the consequences for different oize primary coolant system line breaks if the vacuum breaker (s) does not completely close. Explain what limitations are imposed upon the open vacuum breaker (s) and the bases for these limitations. The analyses should show the effects of bypass leakage on resultant containment pressure accident response, within contabanent capability, as a ,
