Assistant to the Presideng RBoyd, DL Post Office Box 767 RDeYoung, DL Chicago, Illinois 60690 RTedesco, DL DJCkovholt, DL Gentlemen; TJCarter, DL Some time ago we were advised by Mr. W. Stiede, in a telephone con-versation, that some of the reactor internals vibration sensore to be used for internals vibrations testing of Quad-Cities Unit 3 had become damaged during reactor head removal and were inoperable. We requested, at that time, identification of the inoperable sensors and justification for performing the taats without these acasons in operation. Your letter dated June 20, 1972, provided this information.

The inoperable sensors were identified as:

1.

Shroud flange displacement sensor D-3 at 228* (acceleration sensors A-1 at 134' and A-2 at 224' are operational).

2.

Riser pipe on jet pump assembly strain gages S-1, S-2 and S-3 at 188' and S-4 at 212' on the bottom side of the riser (strain gages S-5 and S-6 at 212' and radial motion displace-ment sensors D-1 and D-2 at the top of the pump throats on JP 11 and JP-12 are operational).

We have reviewed your justification of the vibration program at Quad-Cities Unit I with the above sensors inoperable and have determined that the following additional information is required to complete our w

$ 8L evaluation:

Rm 1.

As described on page 21 of Amendment 19 to the Quad-Cities e,

application for a proposed typical BWR vibration test, the v<m sensors for measuring response of the shroud at the flange oET appear to be different from those described in your letter

Describe the intended use of the sensors.

c.

Justify the statement that "the remaining operabia instru-l ments will provide adequate ir. formation..." by providing l'

either the basis for omitting the displacement sensor D-3 I

without impairing the testing goal at shroud flange, or a i

description of the analyticS3 method that will be used for obtafaing the response at D-3 by extrapolating the data from other operational sensors, such as the acceleration sensors A-1 at 123' and A-2 at 224*.

2.

Provide a description of the analytical method that will be used to determine the strain or stress state at 188* on the riser pipe of the jet pump assembly vithout using measurements j

from the ino'perable strain gages S-1, S-2 and S-3.

Include l

l another evaluation at 212' on the bottom side of the riser using' partial data from S-5 and S 6, since S-4 is inoperable.

Provide a summary of the results of a study to ascertain if the radial n.otion displacement sensors D I and D-2 at the top of the pump throats on JP-11 and JP-12 could be used to l

determine the riser pipe stresses.

The above information and our subsequent evaluation is required prior j

to your completion of the testing program for Unit No.1.

Sincerely, e\\
