APPLICANTS' SIXTH PROGRESS REPORT Pursuant to the Board's " Memorandum and Order (Progress Report and Notice of Available Documents)" entered June 6, 1986,  !

the Applicants submit herewith their sixth " Progress Report". This Progress Report covers the period April 26, 1987 through June 30, 1987.

1. CPRT Progress The Senior Review Team ("SRT") has approved and published 36 Results Reports (representing 35 Issue Specific Action Plans), as set forth in Attachment 1. Drafts of four additional Results Reports (Attachment 2) are under consideration by the SRT and are being finalized, while eight other Issue Specific Action Plans are in various steps of implementation (Attachment 3).

The overall status of the ISAP Results Reports by discipline is summarized in Attachment 4. As this attachment shows, 12 I Results Reports are yet to be published and the breakdown by discipline is as follows:

The notice to CASE of the availability of the Working Files for all of the published Results Reports has been made. Responses to the Board's 14 questions have been provided for all but 13 of the published Results Reports and preparation of responses to the Board's 14 questions for these 13 Results Reports is in process.

Twelve Action Plans remain to be completed and Results Reports published therefor. All of these Results Reports are expected to be completed (completed, with respect to an action plan, refers to the approval of the Results Report by the SRT) within the third quarter of 1987; however, as noted in prior Progress Reports, the CPRT does not work to a project schedule in the normal sense in which the term is used.

Revision 4 to the CPRT Program Plan was completed and published on June 25, 1987. This revision incorporates in process changes that were made in accordance with the CPRT procedures since Revision 3 was published in January 1986. The Foreword to Revision 4 CPRT Program Plan and the Foreword to Appendix A, the Design Adequacy Program explain how the Senior Review Team-directed changes in the third-party overview activities have affected the Revision 3 Program ' Plan, and how the comprehensive Corrective Action Program being implemented by TU Electric has obviated the need for some of the CPRT Design Adequacy Program activities.

Also on June 25, 1987, TU Electric published its response to the May 12, 1987 letter from the NRC staf f - to W. G. Counsil requesting additional information in conjunction with the CPRT Program Plan update and the Corrective Action Program.

By letter dated May 28, 1987, TU. Electric received a request from the NRC staff to respond to sixty-five allegations of design and construction deficiencies related to CPSES Units 1 and 2.

TU Electric will provide the staff with its responses to these allegations by July 1, 1987.

2. Corrective Action Program )

The following Generic Issues Report was distributed between April 26, 1987 and June 25, 1987:

Evaluation and Resolution of Generic Technical Issues for Conduits and Conduit Supports, Rev. 2.

Generic Issue Reports have been issued for all of the eleven Corrective Action Program areas.

In addition, six Specific Technical Issue Reports were produced during this reporting period. These reports are' listed on the attached Annotated Bibliography.

As noted in prior Progress Reports, the foregoing information is provided with certain caveats. The schedules identified are not the sort of firm schedules the Board may have had in mind when it issued its memorandum; such schedules do not exist and will not l be created for the CPRT Program. Some of these dates may slip for a number of reasons including some conscious decisions.

The next Progress Report will be issued August 31, 1987.

D_atg a Letter No. SDAR No. Sub.iect 4/27/87 TXX-6372 CP-86-74 Rockwell Terminal Boxes This is a report of a deficiency regarding internal wiring discrepancies and rusty fittings in terminal boxes for main steam isolation valves. An evaluation of the deficiencies has been completed and the NRC notified that had the deficiencies remained uncorrected, there would have been no adverse effect on the safety of the plant. This issue, therefore, is not reportable under the provision's of 10 CFR 50.55(e).

DjLtg Letter No. SDAR No. Subject 5/22/87 TXX-6461 CP-86-64 Internal Coatings for Unit 2 Diesel Fuel Oil Tanks This is a report of a deficiency involving the internal protective coatings for the Unit 2 diesel fuel oil storage tanks. An assessment of the deficiency has been completed and the NRC notified that coating inside the fuel oil storage tanks is not safety related. Evaluations have determined that neither the pressure of failed adversely affected the s. coating afety particles of plant or resulting operations. corrosion Therefore, thiscould have deficiency is not reportable under the provisions of 10 CFR 50.55(e)

Date Letter No. SDAR No. Subiect 5/29/87 TXX-6464 CP-86-69 Support of Class 1E Wiring On October 2,1986, the NRC was notified of a deficiency involving the failure to incorporate specific restraining / support requirements defined by IEEE Standard 420-1973, Class IE Control . Switchboards, into project specifications and procedures. An evaluation of this issue, including the adequacy of existing cable supports, terminations and butt splices has concluded that there is no significant deficiency in design or construction of Class 1E wiring supports. Based on these results it is concluded that this issue is not reportable under the provisions of 10 CFR 50.55(e).

Data letter No. SDAR No. Subiect 6/19/87 TXX-6533 CP-86-79 Over-Torqued Westinghouse Relays  ;

This is a final report of a deficiency involving the possible overtightening of the contact cartridge thermal screws on Westinghouse AR Relays.

Evaluations by Westinghouse concluded that the torque ranges applied to the terminal screws were acceptable and would not affect equipment operability or its qualified life. Based on this evaluation it is concluded that the condition could have no adverse affect on the safety of the plant, therefore, it is not reportable under the provisions of 10CFR50.55(e). i i
