2. Stone & Webster Engineering Corporation's Project Memorandum No. 141 dated March 25, 1987, to all Comanche Peak Froject Procedure Manual Holders concerning Unequal Shear Ioading Effect on Richmond Inserts and Threaded Rods Used in Conjunction with Tube Steel.

Item 1 above provides information regarding the use of A-563 Grade A Nuts for I resolution of a CYGNA issue. Item 2 provides.the criteria by which a review of Richmond Inserts to Tube Connection Designs confirms that Unequal Shear Load Sharing is not a concern.

The Atomic Safety and Licensing Board will be notified of this transmittal per separate letter from our attorneys.

RESOLUTION OF CYGNA A-563 GRADE A NUTS ISSUE

Dear Ms. Williams:

)

In the public. meeting between TV Electric and CYGNA held in Glen Rose, Texas on March 25, 1987, TU Electric committed to inspect for A-563 Grade A galvanized nuts in'our Hardware Validation Program (HVP) to assure that these nuts are not used on safety related pipe supports. On the basis of this commitment, CYGNA closed their pipe support issue No. 28.

Subsequent to that meeting, SWEC . conducted a review of purchase orders issued for pipe support specifications (2323-MS-46A and 46B) and found that galvanized A-563 Grade A or A-307 nuts had not been purchased for pipe supports. Therefore we have concluded that A-563 Grade A or A-307 galvanized nuts were not called for i

in the design of pipe supports and would not have been installed. In addition, all pipe support material is stored in a separate warehouse which eliminates the possibility that galvanized nuts may have been inadvertently issued for pipe support applications. To assure that A-563 or A-307 galvanized nuts are not used for future design modifications, SWEC has issued PM 146 to preclude their use.

We consider our actions to have addressed CYGNA's concern on the use of A-563 Grade A galvanized nuts. Therefore, inspection for these nuts in our HVP is no longer required.

FROJECT MEMORANDUM NO. 141 SUBJECT DATE March 25, 1987 CPSES - UNITS 1 AND 2 UNEQUAL SHEAR LOADING EFFECT ON RICHMOND INSERTS AND THREADED RODS FROM RPKlause USED IN CONJUNCTION WITH TUBE STEEL 0978-1545405-C4WPC All CPPP Manual Holders Job Book M3.1 Job Book M3.2.7 The purpose of this memorandum is to provide additional criteria for the evaluation of Richmond inserts and threaded rods used in conjunction with tube steel. These conservative criteria address any potential unequal shear loading on the inserts and threaded rods.

Effective immediately, the following additional criteria shall be adopted for Richmond insert connections used in conjunction with tube steel.

These criteria are not applicable for baseplate designs used in conjunc-tion with Richmond inserts and threaded rods or other anchorage, such as Hilti bolts.

1. Review the ratios of actual shear force to the allowable shear force, V/V,, for the insert and the threaded rod.
2. If both V/V ratios are less than or equal to 0.25, no further action is ne,cessary.
3. If a V/V ratio is greater than 0.25, double the shear ratio and perform lhe interaction equation check in accordance with Sec-tion 3.2 of Attachment 4-5 of CPPP-7, Revision 3, using this new shear ratio.
4. Project Service Group (PSG) shall be notified of any support for which V/V, > 0.25.
5. PSG shall maintain a log of these supports.

All other requirements of Attachment 4-5 remain in effect. .

This memorandum will be incorporated into the next revision of CPPP-7.
