Please give details.
Resoonse It has not been determined how the NRC obtained the procedures, only that the procedures came from BISCO controlled procedure. manuals. However, all BISCO procedures contain a statement on the cover sheet that the information is proprietary to BISCO and the contents are not to be used for other than the expressed purpose for which loaned without written permission of BISCO.
Question 2 To the best of your knowledge, is the information currently available in public sources?
Resoonse No, information proprietary to BISCO is not available in any public source.
Question 3 Does your company customarily treat this information, or this type of information, as confidential? Please explain why.
Resoonse Yes, much time and expense has been expended to develop the library of tests and procedures required for BISCO to successfully complete the installation of penetration seals at a nuclear power facility.
Question 4 Would public disclosure of this information be likely to cause substantial harm to the competitive position of your company?
If so, how?
Response
Yes, competitors have tried to copy tested BISCO designs and installation methods in the past and public access to this information would make it easier for anyone to acquire this valued and confidential information.
Question 5 Since this information was transmitted to the NRC, have any events altered the proprietary character of the information?
If so, please explain.

No, all BISCO procedures contain proprietary information and are not to be used for other than the expressed purpose for which loaned without written permission of BISCO.
