TROJAN NUCLEAR PLANT - MASONRY WALL DESIGN; IE BULLETIN 80-11 We have completed our review of Items 2b and 3 of your October 23, 1980, June 19, 1981, June 24 and December 22, 1982, and January 20 and April 22, 1983 submittals in response to IE Bulletin 80-11, Masonry Wall Design.

Based on our review, we conclude that Items 2b and 3 of IE Bulletin 80-11 have been fully implemented at Trojan, and that there is reasonable assurance that the safety-related masonry walls will withstand the specified design load conditions, including the original OBE design level of 0.15g. Our Safety Evaluation is enclosed.

In a meeting with your staff on May 14, 1986, it was confirmed that the nonconforming and deficient conditions which were previously identified have been completed, and that procedures are currently in place to resolve future identification of potential nonconforming conditions. As such, we conclude that PGE's December 10, 1980 commitment to maintain the 0.08g OBE operational condition until the completion of the necessary wall improvements, following the expiration of License Condition 2.c.(10), has been fulfilled, and that the operational level of 0.15g may be reinstated.
