This letter supplements qy letter of October 22, 1979, and relates to the concrete block wall - pipe hanger structural problems discussed by telephone between Mr. D. J. Broehl, Assistant Vice President, Portland General Electric Cortpany, and Mr. B. H. Faulkenberry of this office, on December 20, 1979.

Eased on this discussion, it is our understanding that prior to resuming reactor power operation you will resolve to the satisfaction of the NRC staff the reevaluations that have been performed on the single-wythe, mortared double-wythe and composite block / concrete walls as described in Licensee Event Report 79-15, its Supplements dated November 19, 1979 and December 4,1979, and a letter from D. J. Broehl to R. H. Engelken dated December 13, 1979 Should our understanding as stated above not be correct, you should notify this office promptly, in writing.
