Gentlemen:

Enclosed herewith for your information is a letter from Robert Clark, Chief of Operating Reactors Branch 3 of the Division of Licensing to Charles Goodwin of Portland General Electric Company (PGE).

The letter transmits to PGE a copy of IE Bulletin 80-11 on the subject of masonry wall design and requests that PGE provide a written response to items 2.b and 3 of the Bulletin.

This Bulletin was issued as a result of the " wall problem" at Trojan and was sent to all power reactor licensees for action by those licensees on May 8, 1980.

It was not sent to Trojan for action since the

" wall problem" originated at Trojan and PGE had already performed many of the actions required by the Bulletin.

Although PGE has already complied with substantial portions of IE Bulletin 80-11, that Bulletin is now being sent to PGE for action on two Bulletin items in order that (1) PGE will document, in one place, its design criteria, the bases for those criteria and the margins inherent in the criteria, much of which had been previously submitted to the NRC (with copies to the Licensing Board and parties in the referenced proceeding) in many different documents, Licensee Event Reports (LER) and LER supplements filed since the discovery of the wall problem in October 1979, and (2) PGE will now develop and make preparations for the long-tenn test program in accordance with the Bulletin.

This request for action does not require actions with regard to the " wall problem" different from i

those described in the record of the Control Building proceeding.
