SUBJECT:

TROJAN PLANT STATUS Enclosed is a sumary of the status of the Trojan plant regarding the masonry wall problem and activities related to Mount St. Helens.

In discussing with W. Lindblad of PGE on Wednesday, June ll, he iridicated that in his judgment all actions necessary to permit plant startup would be accomplished by about June 18.

It was his opinion that the necessary actions to satisfy the latest Inmediate Action Letter concerning heavy-weight concrete walls would have been completed by that time.

The need to discuss the staff position regarding the acceptability of pla'nt startup should be addressed at the earliest opportunity. For this reason, I have scheduled a meeting in your office at 8:30 a.m., Monday, June 16. for the purpose of proposing a DL reconnendation. The following staff have been notified of the meeting:

iROJAN NUCLEAR PLANT - STATUS OF TROJAtt " WALL PROBLEM" ATO AC7ICNS RELATED TO MOUNT ST. HELENS In response to your request, the following provides a summary discussion of the Trojan plant status.

1.

The " wall orablem" The " wall problem" originated in October 1979 while CGE was conducting investigations and analyses required by IE Bulletias 79-02 (Concrete expansion anchor bolts) and 79-14 (Seismic sucport as-built verification).

PGE found that a certain seismic anchor (SA-83) was inadequately attached (by anchor bolts) to a concrete masorry wall.

In pursuing an adequate "fix," PGE explored the oossibility of thru-bolting. However, analysis disclosed that the wall itself had inadequate structural integrity to resist earthquake reaction forces from the attached piping. Therefore, the "fix" involved removing this support frcm the wall and anchoring it elsewhere.

This discovery lead to a detailed plant walk-down and design verification of all walls in the p'iant which were constructed of concrete masonry block. Most of the problems involved walls consisting of double "wythes" of concrete block.

As a result of this discovery, IE:V issued an "immediate acticn letter" documenting an agreement reached between ?GE and IE:V that Trojan operation would not resu'ne until the problems with Trojan's walls had been corrected.
