This letter relates to the recent "short-term" testing results of double-withe masonary walls with mortared collar joints constructed of heavy weight blocks at the Trojan Nuclear plant as disct.ssed by telephone between D. J. Broehl and J. L. Crews of this office on April 16, 1980.

It is our understanding that the collar joint shear strength of these tests averaged 23 psi based upon the gross area of the test specimens.

A shear strength of 40 psi was relied upon by the NRC staff in its SER which provided the basis for the lifting of restrictions on Trojan plant operations in my letter of December 31, 1979.

It is our further understanding that prior to resuming reactor power operation this matter, including the completion of modifications as necessary, will be resolved to the satisfaction of the NRC staff.

Should our understanding as stated above not be correct, you should notify this office promptly in writing.
