Gentlenen:

On November 30, 1979, the Licensing Board in the referenced proceeding issued a "flodification of Order Pemitting Interim Operation of Trojan Nuclear Plant."

This Order was received by the mail room of the Office of the Executive Legal Director on December 3,1979 but Staff counsel did not become aware of the Order until today, December 4.

In the Order at page 4, item (2), the Staff is directed to "immediately infom the Board, explicitely and clearly, what unresolved imoblems remain which might have a bearing upon the seismic and other issues in this proceeding.

This infor-mation should be kept current upon a regular basis." The Staff is now in the process of assembling the infomation required by the Board in this regard.

The Staff will supply this information required immediately by the Board on Friday, December 7,1979.

It should be noted that the same Staff personnel who are involved in the Staff's evaluation of the proposed Control Building modifications have also been involved, in conjunction with the Office of Inspection and Enforcement, in assessing the problem of reaction forces on single and mortared double block walls. These Staff members will be involved in a meeting with the Trojan Licensee and Bechtel personnel on December 5,1979 on the reaction force problem. This meeting must be held as an aid to resolving this problem in a timely manner.

Items (4) and (5) on page 4 of the Board's Order cannot be responded to by the Staff until after this meeting.

In the Staff's submission to the Board on December 7,1979, we will further apprise you as to the timing of our submissions on items (4) and (5) of the Order.
