A Region V Action Plan for resolving the issues raised by the Kranzdorf Letter is at enclosure 3 This conference call served to complete item 4'under Approach to Resolution in the Action Plan.
The OES-CA and SLO-EC representatives felt the Kranzdorf Letter presented three primary issues.
(1)
The two and one-half hour power outages for local radio and television stations.
DISCUSSION:
Despite the Kranzdorf letter contentions, Fog was not considered the problem in this outage.
PG&E maintenance personnel had to walk the line to make necessary repairs (replace a ruse),

eq drive as the alleged problem is described by Dr. Krcnz-dorf.
Also one major. local station involved (KVEC) is on an emergency power system which did not totally depend on PG&E power.
Other stations are being consi-d'ered for emergency or backup power systems.
In any
- respect, it was pointed out by the SLO-EC that the stations were not "off-the-air" for the two and one-half
- hours, only that it took that long for PG&E to replace the fuse.

The (methodology) problem of estimating evacuation times under adverse conditions.
DISCUSSION:
OES-CA has questioned the engineer- 'who performed the evacuation time calculations for the
- study,
" Evacuation Times Assessments for the-Diablo Canynn Nuclear Power Plant," published September 1980, by Alan M.
Voorhees & Associntes, Inc.
The study was done using " standard engineering techniques" described in a published paper presented at a professional t+=ng-portation seminar in Hnn" ton. TY. That study, based on empTFEUal data collected by the authors in Houston during various weather conditions, concluded that 205 additional time should be added to normal evacuation times for heavy-rain conditions.
It-was further concluded for this study that " heavy-rain" constituted a
" worst case" for emergency evacuation planning for the DCPP.
Fog is considered to be a substantively lesser problem.

Flooding and earthquakes were considered by Dr.
Kranzdorf as not adequately addressed in emergency planning for the DCPP.
DISCUSSION: A three-volume study, " Earthquake Emergency Planning at Diablo Canyon," dated September 2,
- 1981, was conducted by the TERA Corporation, and thoroughly addressed transportation, evacuation, communications and planning for postulated earthquakes affecting the DCPP.
Results of this study were used in formulating the various emergency plans relating to DCPP.
San Luis Obispo County and the state are aware of the various flooding problems mentioned in the Kransdorf Letter and long-range solutions are being studied and considered.
Road flooding is handled by the State Highway Patrol and the California Department of Transportation (CAL-T.RANS) on an ad hoc basis and based on their long experience in the area.
Dick Elliot of CAL-TRANS at San Luis Obispo informed OES-CA that the local population can be reasonably and safely evacuated by various routing affected by flooding during_a postu-lated emergency.

- general, OES-CA and SLO-EC feel that the Kranzdorf Letter 2

postulates a
" worst imaginable case" situation, requiring 1005 evacuation from all locations in the ten.-mile zone simultaneous-ly, under multiple' extreme weather conditions, with impaired or muted media communications to the public, et.
al.
There is no kncwn historical example of such having occurred and it appears beyond reason that such a case is possible within known physical conditions and parameters.
Planning and exercises are based on the known capabilities and physical probabilities.
Past emergency exercises have adequately demonstrated the feasibility of state and local emergency planning for evacuation within these known conditions and parameters.
OES-CA and SLO-EC do not feel *it appropriate to adopt this " worst imaginable case" standard for planning.
Notes prepared by the various participants for this conference call are being provided to FEMA-IX, which will prepare a formal response to NRC-V for use in resolving and responding to issues raised in the Kranzdorf Letter.

According to an Associated Press story which appeared in the local San Luis Obispo Telegram-Tribune of October 29. 1983, you and s om etimes critic Representative Richard Ottinger "agr etal point: P oblic confidence is vital to a nucicar future."
Specifically, you are quoted as saying:
Public anxieties about nuclear operations are real whether well founded or not...The c6ntinued growth of n.aclear power will ultimately depend on the confidence of the poblic and utuities in the cost and safety of nuclear power. (Attachment A)
Similarly, a story in the same newspaper ten days cartier began:
The. best way to ensure against panic during a nuclear accident or other disaster is for people to have confidence in emergency plans and know what to do.

Dr. Slem concluded:
I want a plan that's been tested and that the community me mhers feel comfortabic with. At this point, the community has n't come to accept that yet.

t Why is confidence so low? I have chosen two stories which ran in the local newspaper during.the last week of October which may give you som.a insight into the concerns of the local community and why the Emergency Response Plan inspires so little confidence.
The first story, which ran on October 24, stated that because of the fog.
"(s) blown fuse on Cuesta Peak forced three radio stations and one tele-

vision station off the air for 2-1/2 hours early thic morning." ( Atta' chm ent D)
The incident occurred only four days after FEMA's third annua'i test of the Emergency Response Plan was reported to b,e a success.
The test of course had been announced weeks in advance.
In addition, the test took place on a lovely, clear morning. Under such circumstances, apparently no major problems were ' encountered.

But, NUREG-0654, pages 61'and 63, states:

In the San Luis Obispo Emergency Rasponse Plan, " emergency conditiens" and " seasonal impassability of roads" is considered only in terms of heavy rain (Attachme nt E). In such a case, anywhere from 45 to'75 minutes is added to the time necessary for evacuation. Page I. 5(7) of the Plan does rnention fog but only as follows:

The second news story ran two days later. The lead paragraph read:
The state won't have-money to replace MorFo Bay's Twin Bridges for at least three years, a state official said Tuesday.
The story concluded by stating'" officials believe there is no hurry to do something about the situation." (Attachment G)
Let us return to Attachme nt F, Ignediment to_ Evacuation:
In recent years, flooding has closed roads for a number of hours at certain points. The " twin trestles" location on Sooth Bay Boulevard between Los Osos and Murro Bay is known to flood under the combined condition of high tide and haavy rain...another closure o curred near

the Los Os os Valley R oad interchange south of the town. Events such
.as these may delay use of au cvacuation route until'the road is clear,
'thus extending the evacuation time in proportion to the lost capacity.
In fact. flooding at " twin bridges" or " twin trestics" is not an unusual event.
I sometimes occurring several times.during each winter's storma ! When this flooding happens the only route from Los Osos/ Baywood (hom' for e
approximately 12,000 people) to Marro Bay is cut. Thus, the primary
'G evacuation route away from the Nuclear Power Plant is closed. The onlyd remaining road to the outside is Los Osos Valley Road ~ which leads into the city of San Luis Obispo. San Luis O'21spo is the major population center

in the Emergency Plancing Zone. During an emergency situation, the

boggles the mind. It has been alleged that the Site and General Office design groups did not properly account for tube steel radii that actually exist in the field.

On February 29, 1984 the licensee addressed these concerns and provided the staff with their resolution of these issues. The staff's review of this response indicated that, (1) Pullman weld procedure no. 7/8 allows bevel
- angles of both 37.5' and 45' and (2) in each case cited by the alleger of improper tube steel radii, the licensee had introduced sufficient conservatism which met the designer's intent.
Staff Position The staff concludes that the flare bevel welds comply w2'h AWS DI.1 requirements and that the quality of the welds is good.
h Action Required As stated in SSER No. 21, the staff will continue to monitor the results of Lawrence Livermore Laboratories inspections performed under contract to the NRC-Region V.
These inspections consist of examinations of pipe support configurations to insure their "as-built" status.

In a letter dated February 8,.1984 from Mr. D. F. Kirsch of the NRC, PGandE was requested to respond to questions raised by a " concerned citizen" regarding the manner in which Diablo Canyon Project (DCP) design groups had accounted for tube steel corner radii in the design of flare-bevel welds.
In letters dated February 29,1984, DCL-84-083, and dated April li,1984, DCL-84-141, PGandE res sonded to the questions. The DCP flare-bevel weld designs were shown to se appropriate and conservative.
This letter is to provide the NRC with further clarification regarding the corner radius issue addressed in the correspondence referenced above.
Industry requirements for fabrication of structural tube steel are those contained in the ASTit A500 specification. A handbook of standard practice has been published by the Welded Steel Tube Institute (WSTI), an association of American (USA and Canada) tube manufacturers. The WSTI (erroneously referred to as the "American Tube Manufacturers Institute" in the previous
{
correspondence) was found to provide tube steel users with information common to tube fabrication, thereby facilitating the use of tube steel. The WSTI handbook, titled " Manual of Cold Fo.rmed Weided Structural Steel Tubing", was first issued in 1974.
A supplement to this manual, titled " Dimensions and Properties - Cold Formed Welded Structural Steel Tubing", was published in 198L These standards provide the user with pertinent design data not contained in the ASTM specification.

Page Two The' corner radius of tube steel is one item addressed in the standards that also appears in the DCP flare-bevel weld design criteria. The ASTM A500 specification does not impose specific corner radius requirements on the tube manufacturers, but only limits the radius to a maximum of 3.0 t (t = thickness of tube wall). In the 1974 WSTI manual, a corner radius of approximately.
1.1 t was assumed when calculating the tube section properties. Subsequently, after consulting with their members (tube manufacturers), WSTI found that a realistic description of the corner radius was 2.0 t.
In recent conversa,tions with tube manufacturers, they stated that the process of forming steel into a rectangular tube results in rounded corners that do not quite complete a full quarter-circle, but have corner curvature radii of 2.0 t (or slightly larger). Thus in 1981, WSTI issued a supplement to their 1974 manual, using 2.0 t as an appropriate description of the actual corner radius. Further, the AISC Steel Construction Manual, Eighth Edition, also uses.a corner radius of 2.0 t to calculate tube steel section properties. This same value, 2.0 t, was determined by the DCP to be equally appropriate for use in design of flare-bevel welds.
As described in the PGandE letters of February 29th and April lith, site inspections have-confirmed that the tube steel at Diablo Canyon does, in fact, have corner radii of 2.0 t (or slightly larger).
In addition, the technical issue, the size of the weld effective throat, was resolved conclusively by performing weld tests which showed effective throats to be larger than required.

primarily in establishing the geometry of the weld joint.
If the tube corner is small, the angle between the tube corner and the adjoining flat surface will also be small at the root of the joint. This makes it difficult to,
achieve deep penetration when placing the first (root) pass of the weld. DCP flare-bevel weld design is based on the joint geometry resulting from a 2.0 t tube corner radius.
When confirming the corner radius, DCP field engineers initally used a mechanic's square to measure corner radii (this is the tangent intersection / straight ruler method defined in PGandE's April 11 letter). This method does not directly measure the corner radius, but rather measures a corner dimension. The field engineers saw that the tube corners were not full quarter-circles but that they.had a smooth radius that intersected the adjoining flat surface at an angle. Thus, even though the measured corner dimensions were sometimes less than 2.0 t, based on their judgement and visual observations, the field en 2.0 t (or slightly larger)gineers estimated the actual corner radii to be These results were reported in PGandE's February 29 1etter.
Subsequently, an NRC contractor measured tube steel radii using the tangent intersection method and noted some corner dimensions less than 2.0 t.
DCP field engineers then remeasured the tube radii using a curvature gauge (concave radius gage method defined in PGandE's Aprill 11 letter). This technique confirmed the actual radif to be 2.0 t.
The above discussion provides further clarification of the apparent discrepancy between DCP's February 29 readings and the NRC contractor's readings.
