SCOPE l

This Acministrative Procedure describes the qualification requirements, j

including education and experience, of personnel on plant staffs whose jcbs entail significant responsibilities related to the safe operation of tne piart.

Individual job titles and organizational structures vary between plants. The requirements of this procedure are not intended to be applicable to specific jcb titles, but rather to levels of responsibility as designated in the piant's Technical Soecifications or FSAR.

I DISCUSSION l

It is expected that a nuclear power plant's on-site operating organization will change with time to reflect relevart industry experience, cperating ex::erierce gained at the facility, and changes in federal regulations. Management is responsible for periodically reassessing the adequacy of the on-site cperat1rg organization in light of such considerations and assuring that necessary changes are made in a timely manner.

In' the area of personnel qualifications for key plant staff personnel, the basic requirements to which the Ccepany is currently comitted are found in ANSI N18.1-1971; except that the Radiation Protection Manager is required to meet enhanced oualification requirements contained in Regulatory Guice 1.8, Revision 1-R (September,1975), and senior licensed operators are requirec to meet enhanced requirements contained in a March 28, 1980 letter from the NRC Director of the Office of Nuclear Reactor Regulation to all licensees.

ANSI N18.1 (now referred to as ANS 3.1) has been revised twice since 1971, i.e.

in 1978 and 1981. The Company is comitted at Diablo Canyon to meeting the more stringent requirements of the 1978 revision within 3 years after tne comencement of commercial operation. As a practical matter, however, the gcal at Diablo Canycn should be to meet the 1981 revision wherever possible. Since Humboldt Bay Unit 3 is currently in an extended shutdcwn condition, the basicIf a requirements discussed in the previous paragraph are considered acequate.

The collective qualifications of the plant staff shall be greater than the sum of the minimum individual requirements described in this procedure, particularly in the area of nuclear power plant experience and for supervisory and management positions involved in the operational aspects of the facility. In those cases where the collective qualifications,do not exceed the sum of the minimums for individual positions, additional technical support for the plant staff shall be provided.

Each plant should prepare a supplementary procedure which correlates the general titles contained in Appendix 2 to specific titles in the plant organization, and identifies those positions reouiring an NRC Operator or Senior Operator License.

4 In addition t'o the qualification requirements of Appendix 2, prospective operators, technicians and maintenance personnel may be required to pass a qualification examination administered by the Personnel Department. These examinations indicate an individual's ability to learn new material or serve as a measure of the individual's technical backgrcund.

Ocerators-Technicians-Maintenance Personnel. Operators, technicians, and maintenance personnel are persons principally involved in the manipulation of plant controls, monitoring of instrumentation, radiation surveys, plant chemistry, or the operations of equiprent; and persons principally irvolved in the calibration, repair, maintenance, or performance of other craft and technician activities in the plant. Examples are reactor operatcr, electrician, mechanic, electronics technician, or laboratory technician.

Individuals in training or apprentice positions are not consicered technicf ars or maintenance personnel for purposes of defining cualifications in Appeccia 2, but are permitted to perform work in the jcb classification for which qualification has been demonstrated.

These individuals may perform work withcut the cirection and cbservation cf cualified indiviouals if they have previously der.onstrated their ability to perform these specific tasks.

Individuals in training or apprentice positions who do not meet the qualification requirements may perform work under the direction and ceservation of a qualified individual.

Pcwer Plant Excerience. Experience acquired in the testing, operation, and maintenance of power generating facilities. Excerience in cesign anc construction may be considered appiicable power plant experience and shculc be evaluated on a case-by-case basis.

Professional-Technical. Professional-technical personnel are responsible for supervising anc performing certain technical services in support of plant operations. Examples are those responsible for reactor engineering, instrumentation and control, radiation protection, training, chemistry anc quality assurance.
