SUBJECT:

Allegation Task h'o. 80 - Diablo Canyon Unit 1 ATS No. RV-83-A-64 Mr.'Scarano.and Ms. Temple _of the RV staff met with Dr. Richard Kranzdorf, Ms. Marcia McGee, Ms. Debby Jeter and Mr. John Carsel in San Luis Obispo on April 24, 1984.

The meeting was intended to be a very informal' discussion related to the roles of Federal, State and local agencies in the development of emergency plans. The discussion also centered on how the public might effectively.get

Basically, the group felt that their questions and criticisms were not being

. objectively considered by the authors of the County. Plan because of the group's image of being anti-nuclear, with obstruction as their only goal.

The, group allowed that this perception was not inaccurate when related to the past several years of struggle surrounding the construction of Diablo Canyon. - However, now that licensing seems imminent, they want only to

, be constructive towards assuring there is the best possible emergency plan.

, The group requested that NRC exert whatever influence it can toward affecting

a forum where their views can be presented in a constructive way to the i county staff.

conversations with: Mr. Briam, San Luis Obispo County Administrator; L

Mr. Jack Kearns, Deputy Director, California Office of Emergency Services; Dr. Richard Kransdorf and Mr. John *Carsel. As a result, Mr. Briam met with Mr. Carsel in July,1984 to initiate a series of meetings between county staff and stabers of the local public in an effort to provide an effective interface between the interested parties. ,

This allegation is closed.

The evacuation time calculations are not adequate because only 20% w added to the normal evacuation times to account for adverse w conditions. ~

Dr. Kranzdorf does not feel that the 20% factor rel resen the " worst case" possible which he considers may be dense fog .

2.

The main evacuation transportation routes for the Baywood Parks /Los Oso area are unacceptable because both are subject to flooding.

3.

Sirens, as the primary means of notification, are not acceptable beca use they are powered by regular power-lines and are, therefore subject to ,

. periodic interruption.

The back-up system (police cars with' sirens) is not acceptable because it would not be as effective as a fully operational siren system. '

4.

The evacuation time estimates are inadequate because the ef fects of earthquakes (e.g., potentially greater evacuation times) have not been considered. .
