SUBJECT:

DIABLO CANYON - ALLEGATIONS By telephone call November 7,1983 Dr. Henry Myers (Subcommittee on Energy and Environment) outlined several areas of inquiry that he believes the NRC should evaluate regarding construction activities at Diablo Canyon. They are sumarized in the attached memo for files. We have entered this issue in the Allegation Tracking System (ONRR-83-A-0005).

- That memo, and this one, are marked " Limited Distribution" because of Dr. Pyers' advice to us that the informant wishes to remain anonymous and his concern that the divulgence of the specific items of concern could compromise that anonymity.

It appears to us that all of the items are construction-related, and some of them may, be areas that have already been evaluated by Region V. Although I am expecting that the nanagement group I have proposed (my nemo of November 9)~

will look into the policy issues raised by this particular allegation, I am forwardilig it to you at this time for your information and any action you deem appropriate.
