Originating Organization: General Electric Report No. and Date: NE00-10859, April 1973 Review Status: Complete In accordance with your request, the Structural Engineering Branch, Directorate of Licensing has reviewed the portion of the subject report and " Answers to AEC Questions, NED010859, Part 1" which concerns struc-tural response and stress analysis of the torus-ring header system. Our evaluation and findings are summarized as follows:

The analytical model of the entire torus-ring header system that uses bar members to represent torus segments is inadequate for dynamic analysis of the structure. Stresses due to dynamic effects in the vicinity of pipe penetrations could not be calculated since the model was not set up to yield detailed results in all torus bays. Measured strain data are not reliable due to faulty instrumentation. We conclude that the portion of the report concerning structural response and stress analysis is unacceptable and should not be referenced.

Experimental stress analysis should be emphasized for the investigation of stress and strain conditions in the critical area. Previous tests have been conducted primarily for obtaining the forcing function and .

distribution of discharge pressure on torus shell, strain and deflection measurements had not provided reliable data for analysis because of instrumental malfunction. It is suggested, therefore, that a test pro-gram should be set up for experimental stress analysis and more attention should be paid in instrumentation and measurements of strain and deflections T2CA5d .
