MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 The attached information is submitted in response to Item 1 of your request of December 19, 1973, which asked for specific information regarding relief valve operations.
It was asked that your information be submitted 30-days from the date of your letter.
Since this letter was not received until December 31, 1973, arrangements were made by NSP through the AEC to have this information available within 30-days of the receipt of your letter.
Item 2 of your letter requested that within 60-days of receipt, that we submit to the AEC proposed Technical Specifications for limiting conditions of operation and surveillance requirements of the torus structure. We wish to remind you, that we have pending before the Commission, a proposed change to the Technical Specifications (L 0 Mayer to A Giambusso, " Supplement 1 to Change Request 3," Item 3, dated September 22, 1972) which augmented the scope of the refueling outage torus inspection.
In addition, external torus inspection subsequent to each relief valve operation, was instituted on a procedural basis following the re-balancing of the torus ring header.
This inspection will be conducted until sufficient confidence is established in the torus capability to withstand the dynamic interactions with relief valve discharge.
We believe that these measures are adequate to ensure torus integrity during operation and that no additional Technical Specification submittals are necessary.
