Region ll asked for NRR assistance in addressing URI 50-259/97-04-01, which deals

with implementation of the maintenance rule on Browns Ferry Unit 1. Based on input

from the Quality Assurance and Maintenance branch, I have drafted the attached letter,

which asks TVA which of three apparent options it intends to pursue, or to propose

another course of action consistent with regulatory requirements. Please review this

letter and give me any comments you may have.
