NOTICE OF VIOLATION Northern States Power Company Docket No. 50-282 Docket No. 50-306 As a result of the inspection conducted on October 12 through December 13, 1986, and in accordance with the " General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the following violation was identified:

Facility Operating License DPR-42 authorizes operation of the Unit I reactor at a core power level not in excess of 1650 megawatts thermal (100%). Contrary to this requirement, on November 16, 1986, the Unit I reactor was operated at a calculated power of 101.01% and over an eight-hour shift was operated at an average power of 100.15%. In addition, Technical Specification 6.5.A.4 equires that detailed written procedures be prepared and followed for surveillance and testing requirements that could have an effect on nuclear safety. Contrary to this requirement, existing plant procedures do not appear to be adequate to prevent overpower conditions of the type which occurred on November 16, 1986.

This is a Severity Level IV violation (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
