Gentlemen:
This refers to the routine safety inspection conducted by Messrs. J. E. Hard
and M. M. Moser of this office on October 12, 1986 through December 13, 1986,
of activities at the Prairie Island Nuclear Generating Plant, Units 1 and 2,
authorized by NRC Operating Licenses No. DPR-42 and No. DPR-60 and to the
discussion of our findings with Mr. Watz1 and other members of your staff
at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
with NRC requirements, as described in the enclosed Notice. A written
response is required.
We are also concerned about a repeat problem you are having controlling
work activities.
Specifically, during excavation work being done for a
new warehouse facility outside the Protected Area, a 50 pair telephone
cable running between the plant and substation was severed.
During this

same excavation, a ground cable for an underground bank of 4ky power cables
'
was also severed. Some degradation of emergency communications occurred when
the telephone cable was cut. The locations of these cables seem to be
accurately identified on the substation area drawings but they apparently
were not reviewed adequately prior to beginning excavation. Although this
is not a violation because it did not directly involve safety components,
it is indicative of a long term problem which we have noted in previous
inspection reports. Your corrective action the last time this was noted
(Inspection Report No. 282/86007 and 306/86007) was to issue a stop work
order and to institute additional controls over construction work onsite
but it appears these controls may not be adequate. We request that you
address our concern about this matter in your response to this letter.
