.As a' result of the'insp'ection conducted on March 5 through April. 15, 1989, and in accordance with the " General Policy and Procedures 'for NRC Enforcement -

. Actions,":10.CFR Part 2, Appendix C (1988), the following violations were identified:

Technical Specification'6.5.C.1 requires maintenance'and test procedures to be developed to' satisfy the routine testing of engineered safeguards.and equipment as required by the facility license and technical specifications.

Contrary to the above~ the< licensee has not established surveillance'or preventative maintenance procedures for the shield building airlock doors.

or the auxiliary building special ventilation sy' stem doors.

This'is a: Severity-Level IV Violation (Supplement.1).

' Pursuant to the provisions of 10 CFR 2.'201, you are required-to submit to this office within thirty _ days'of the date of this Notice a written statement of~

explanation in reply, including for this violation: (1) corrective action taken and the.results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
