NOTICE OF VIOLATION l

Northern States Power Company Docket Nos.: 50-282; 50-306 Prairie Island Nuclear Generating Plant Licenses Nos.: DPR-42; DPR-60 During an NRC inspection conducted from July 31 to September 10,1998, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and i

Procedure for NRC Enforcement Actions," NUREG-1600, the violation is listed below:

Technical Specification Section 6.5.C.1 requires, in part, that detailed written test procedures be prepared and followed for equipment required in the Technical Specifications. The shield building ventilation system (SBVS) is equipment required in Technical Specification Section 3.6.H.

Contrary to the above, on September 1,1998, maintenance workeis failed to follow the procedural requirements of Surveillance Procedure SP 1180.2, "12 Shield Building Ventilation Filter Removal Efficiency Test," Revision 8, Steps 7.5 and 8.6, when they did not gain access to both the upstream and downstream sides of a filter bank while changing a charcoal filter tray. Specifically, the maintenance workers did not open the upstream access door for 12 SBVS as required in Step 7.5 to allow post-maintenance testing of a reinstalled charcoal filter tray as described in Step 8.6.

This is a Severity Level IV violation (Supplement 1).

The NRC has concluded that information regarding the reason for the violation, the corrective actions taken and planned to correct the violation and prevent recurrence, and the date when full compliance was achieved is already adequately addressed on the docket in the enclosure to a letter from the NRC, Region lil, Division of Reactor Projects, Chief, Reactor Projects Branch 7, to Mr. M. Wadley, Vice President, Nuclear Generation, Northern States Power Company dated December 22,1997. The letter and its enclosure describe the procedure quality and adherence corrective actions presented to the NRC during management meetings held on May 20 and November 25,1997. However, you are required to submit a written statement or explanation pursuant to 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or your position. In that case, or if you choose to respond, clearly mark your response as a

  • Reply to a Notice of Violation," and send it to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region Ill, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice),
