Northern States Power Company Docket Nos. 50-282; 50-306 Prairie Island Nuclear-Licenses No. DPR-42; No. DPR-60 Generating Station - Units 1 and 2 j
t During an NRC inspection conducted November 9 through December 18, 1992, one violation of NRC requirements was identified.
In aconrdance with the " General Statement of Policy _
and Procedure for NRC Enforcement Actions," 10 CPR Part 2, Appendix C, the violation is listed below Critorion V of 10 CFR 50, Appendix D, and Section 4.1.1 of the Northern States Power Operational Quality Assurance Plan requires
-that activities affecting quality be prescribed by documented instructions'or procedures and that those activities be accomplished in accordance with the instructions or procedures.
Northern States Power Operational Quality Assurance Plan, Section 1.2, Paragraph 9, and Section 12.14,-Paragraph 3, require compliance with ANSI H45.2.6 - 1978, as modified by Regulatory Guide 1.58, for certification of QC inspectors.
Contrary to the above:

The inspector certification program, described in Corporate Nuclear Administrative Control Directive N1ACD 3.2 and

Administrative Control Directive SACD 3.21, did not prescribe the changes to ANSI N45.2.6 which were required by Regulatory Guide:1.58.
Regulatory Guide 1.58 requires a high school diploma or successful completion of general education equivalent (GED) testing for certified QC inspectors.
These directives, which delineate the requirements for qualifying QC' inspectors, do not include this education requirement (282/92026-01A(DRS);
306/92025-01A(DRS)).

Certification records indicated that two-QC_jnspectors were-improperly certified since journeyman or craft experience was accepted to cortify inspectors rather~than limiting-applicable experience to inspection, examination,_and testing as required by Section 6.6aof_SACD 3.21,

Puruuant to the provisions of to CFR 2<201, Northorn States Power company le hereby required to submit a writton statomont or explanation to the U.S. Nuclear Regulatory Commission, ATTN Document Control Desk, Washington D.c. 20555 with a copy-to the U.S. Nuclear Regulatory Commission, Region III, 799 Roosevelt-Road, Glon Ellyn, Illinois, 00137, and a copy to the NRC Resident Inspector at the facility that in the subject of this Notico, within 30 days of the dato of the letter transmitting-this Notico of Violation (Notico).
This reply should be clearly marked as a
" Reply to a Notico of Violation" and should include for each violations (1) the reason for the violation, or, if contested,.
the basis for disputing the violation; (2) the correctivo stops that have boon taken and the results achieved; (3) the corrective i
actions that-9111 be taken to avoid-further violations;;and-(4) the dato when full complianco will be achieved.
If cui adequato reply is not roccived within'the time specified in this Notico, an order may bo. issued to show-causo why the licenso should.not be modified, suspended, or revoked, or why such other action as may be proper should not bo taken.
Where good cause is:shown, consideration may be given to extending che response timo.
