NOTICE OF VIOLATION Northern States Power Company Docket Nos. 50-282; 50-306 Prairie Island Neclear Generating Licenses No. DPR-42; DPR-60 Plant As a resbit of the inspection conducted on September 21-22, 1988, and in accordance with 10 CFR Part 2. Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1938), the following violation was identified:

10 CFR 50.59 requires a written safety evaluation which provides th(. bases for the determination that a change does not involve an unreviewed safety question.

Contrary to the above, the bases for Safety Evaluation Report "Justification for Continued Operation Due to Increased Valve Weights of Small Bore Copes Vulcan Control Valves", Report No. 000259 1, Revision 1, transmitted on May 6, 1988, were invalid in that Class ! design fatigue curves were used as acceptance criteria for operating and design basis seismic stresses. Additionally, the basis for concluding that if the lines were to rupture, the high head safety injection system would still meet the design requirements was never delineated or established in the safety evaluation (282/88017-01; 306/88017 n1).

This is a Severity Level IV violation (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statenent or explanation in reply, including for each violation:

(1)the corrective actions that have been taken and the results achieved; (2) the corrective actions that will be taken to avoid further violations; and (3) the date when full ccepliance will be achieved.

Consideration may t'e given to extending your response tir.e for good cause shown.
