NRC Region I Inspection' Report No. 50-322/88-07
This refers to the routine safety inspection conducted by Mr. Frank Crescenzo
on July 9, 1988 througn September 15, 1988, at the Shoreham Nuclear Power
Station, Wading River, New York. This inspection consisted of observations of
activities, interviews with personnel, and document reviews.
The results of
this inspection are described in the enclosed NRC Region I inspection report
and were discussed with members of your staff at the conclusion of the
inspection.
Based on the results of the inspection, it appears that certain of your activ-
ities were not conducted in full compliance with NRC requiren,ents, as set forth
!
in the Notice of Violation, enclosed herewith as Appendix A.
The violations
have been categorized by severity level in accordance with the "General State-
ment of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Ap-
pendix C (Enforcement Policy). You are reouired to respond to this letter and
in preparing your response, you should foliow the instructions in Appendix A.
Paragraph A of Enclosure ' and portions of Paragraph 2.2 in Enclosure 2 contain
details of your security program that have been determined to be exempt from
public disclosure in accordance with 10 CFR 73.21 (Safeguards Information).
Therefore, it will not be placed in the NRC Public Occument Room and will
receive limited distribution.
This letter and the remaining portions of
Enclosure 1 and Enclosure 2 will be placed in the Public Document Room, in
accordance with 10 CFR 2.790(a).

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Offices of Management and Budget as
'
required by the Paperwerk Reduction Act of 1980, PL 96-511.
