APPENDIX A NOTICE OF VIOLATION LongIslandLightingCompaIy

Docket No.
50-322 Shoreham Nuclear Power Station License No. CPPR-95 During the inspection of May 11-14, 17-20, 1982 and in accordance with the NRC Enforcement Policy, 47 FR 9987 (March 9,1982), the following violation was identified:
10 CFR 50 Appendix B, Criterion XI, requires a test program with written test procedures to demonstrate that systems and components will perform satisfactorily in service, incorporating the requirements and accep'tance limits contained in appiicable documents.
10 CFR 50, Appendix A, Criterion 18, requires that electrical power systems important to safety shall be designed to be tested periodically for operability and functional performance.
SNPS FSAR Section 8.3.2.1 states that a battery performance test will be performed every five years and that a battery service test will be performed every eighteen months.
i Contrary to the above, as.f May 20, 1982, service testing had not been performed on three batteries due to be tested by August 1981, August 1981 and March 1982, respectively.
This is a Severity Level V violation-(Supplement II).
Pursuant to the~ provisions of 10 CFR 2.201, Long Island Lighting Company is hereby _ required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, including:
(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
