Region II makes a case for non-representative samplino .in the CHEMET Laboratory. However, Re for sampling. See 10 CFTf6J63(a)gion II did not (3). Without establish a requirement a requirement for sampling there can be no requirement for representative sampling.

GE demonstrated that sampling was not required many years ago. After the proposed citation, GE again demonstrated that sampling is not required.

I cannot concur in the proposed enforcement action for Inspection Report 70-1113/84-17.
