INSPECTION REPORT NO. 70/1113/86-22, GENERAL' ELECTRIC CO.,

WILMINGTON, NORTH CAROLINA A serious mistake has been made in the subject report and is being called to your attention in accordance with NRC MC 4125. This error was called to Ed McAlpine's attention almost immediately when the report came out in January.1987. In a second call the following week, Mr. McAlpine promised corrective action within a week. However, several. weeks have passed without action. :Hence this memorandum.

My assigned responsibility for the team assessment in October 1986 was nuclear criticality safety. My findings, provided both orally during the assessment

' and in writing in a feeder report, were that GE had a technically sound program.

Yet, the final report has been erroneously construed to portray GE as having'a safety weakness in that the nuclear criticality accident potential in most of the plant was not evaluated (see Appendix B, Item 7, of letter, Stohr to GE, dtd 01/23/87).

Admittedly, I gave my concurrence to Mr. McAlpine when he " faxed" portions of the report for concurrence. The nature of this mistake, however, requires prompt corrective action. A simple corrective action could be to remove any reference to Section 1041n Appendix B, Item 7, and then to delete Section 10.b from the report.
