UNCONDITIONAL RELEASE OF EASTERN DISTRIBUTION, INC.,
WAREHOUSE "E".IN GREENVILLE, SC, LEASED TO GENERAL ELECTRIC (NRC LICENSE SNM-1097, INSPECTION REPORT N0. 70-1113/86-08)
On April 8,1986, Region II conducted a close out inspection of the Eastern Distribution, Inc. Storage Warehouse "E" located on Perimeter Road, near Donaldson Center in Greenville, SC. Warehouse "E" has been leased to General 4
Electric Company for storage of radioactive material (fuel assemblies contained in packaging and shipping containers) and is scheduled for release for unrestricted use April 30, 1986. Independent surveys performed by Region II staff confirmed that there was no residual contamination in the facility above the limits specified in Section 1.8.2, Contamination - Free Articles, Part I of the application of NRC License SNM-1097.
In that applicable license conditions have been met, we recommend that the NRC concur with General Electric Company in the unconditional release of the Warehouse.

SUMMARY
Scope: This routine, announced inspection entailed 5 inspector-hours onsite in the areas of confirmatory radiation and contamination surveys as' part of a closecut inspection for Eastern Distribution, Inc. Warehouse E in Greenville SC which was leased by General Electric for the storage of unirradiated fuel j assemblies in shipping containers.

3 Direct alpha and beta gamma surveys were performed by the inspector using NRC equipment in 18 ficers grids of Section A ( Attachment 1).
Walls adjoining floor grids were surveyeJ to a neight of approximately four feet. In Section B, floor grid surveys were not possible due to tne fact that the floor had teen painted and treated witn a sealer prior to this inscection. The licensee explained that the original lease on :ne Warehouse hac terminated on March 31, 1986. The licensee had mace arrangements to extend the lease for an accitional thirty days; however, cue to a misuncerstanding ce: ween the warenouse cwner and tne warenouse manager, the manager had released Warenouse E ef fective April 1,1956. The new leasee hac constructed curcing around the sides of Section B and hac paintec anc sealed the floor. At the inscection approximately 300 55 gallon drums of chemicals were occupying part of Section B. Consecuently, the inspector was only able to perform surveys on walls.
Sixteen wall grids were surveyed ( Attachment 1). Smear surveys were performec in cotn sections anc recresentec 10 percent of the total 200 grids. Tne smears were courtec at the Region II laboratory for gross alona and beta radioactivity On a alpna-beta proportional counter (Attachment 2)
Gamma radiation su veys we e cer#crmed by the inspector in bcth Sections A and E anc outsice tne warenouse. Measurements were ta(en at floor level, three feet above floor level anc six feet above floor level.
The results of fixed anc loose contamination surveys showec that no racioactivity acove limits saecified for unconditional release by license SNM-1097 were coserved. Similar results had been reported by the licensee in tneir final survey report. Since no loose contamination had been found, environmental surveys were not performed.
b. Conclusion
The licensee survey results snowec no detectable contamination above background levels in Warehouse E and representative NRC surveys confirmed these results. Althougn the insoector was unable to survey
- ne floor of Section B due te paint anc sealer, the licensee had performed its final survey orior to application of these materials to the floor.
