SUBJECT:

CATEGORICAL EXCLUSION FOR REQUEST DATED OCTOBER 23, 1987 By letter dated October 23, 1987, GE requested an amendment to License No.

SNM-1097 to allow administrative changes to the license and request authorization to accumulate treated sanitary sludge containing trace amounts of uranium in the lead application area pending final disposal. The sludge from the treatment facility is transferred to a 2 acre, clay-lined, diked land application area. Ingeneral,theconcentrationofthedriedsludge has been below the 30 pCi/gm limit specified in Option of the NRC's Branch Technical Position for unrestrictive release. In addition, the ground water around the area is included in the quarterly monitoring program for chemical uranium, gross alpha, and gross beta. The licensee is only requesting storage of the sludge pending final disposal; land application of treated sludge is a common practice. The storage of the treated sludge will not result in an adverse impact to humans and/or the environment. Therefore, the staff has concluded that the following conditions have been met:

- 1. There'is no significant change in the type or significant increase in the amount of any effluents that may be released offsite,

2. There is no significant increase in individual or cumulative occupational radiation exposure,
3. There is no significant construction impact, and
4. There is no significant increase in the potential for or consequences

'from radiological accidents.

Therefore, in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed action. ,
