SUBJECT:

CATEGORICAL EXCLUSION FOR LICENSE AMENDMENT DATED JULY 10,~1985 By letter dated July 12, 1985, GE requested authorization to conduct sludge /

liquid separation tests of uranium depleted nitrate sludge in the Uranium Recovery Lagoon Sludge (URLS) facility.

The proposed tests will obtain sludge from one of the nitrate lagoons. The leach uranium liquid will be separated from the sludge and transferred to the existing uranium recovery facility. The remaining sludge will be tested to determit its filterability and then returned to one of the nitrate lagoons. The prcposed sludge / liquid separation tests are not expected to increase the quantity or change the nature of plant effluents. All existing license conditions for the protection of people and environs will remain in place and, consequently, no additional environmental impact will result.

In addition, acceptable controis for the pre-vention of an industrial accident will be implemented and appropriate practices for radiation safety will be observed. Accordingly, the staff has concluded that the following conditions have been met:

1.

There is no significant change in the type or significant increase in the amount of any effluents that may be released offsite, 2.

There is no significant increase in individual or cumulative occupational radiation exposure,

-3.

There is no significant construction impact,~ and 4.

There is no significant increase in the potential for or consequences from radiological accidents.

Therefore, in accordance with 10 CFR 51.22(c)(11), an Environmental Assessment or an Environmental Impact Statement is not warranted for this proposed action.
