No items of direct safety concern were identified.

No item other than the new unresolved item in the sumnary is to be includah' in the letter to the licensee.

TVA-DEC has measured the wall thicknesses of all valves in Class I safety system 11/2 inch nominal pipe size over as required by RO:II's letter of June 30, 1972. The procedure, instrument and calibration blocks were reviewed with the technicians who performed the measurements and in the opinion of the i

inspector the measurements were made within the accuracy required in RO:II's I

letter of February 15, 1973, enclosure item 2.

.o TVA has stated that all of the valves meet the minimum wall requirements; however, the inspector questions their blind acceptance of wall thickness requirements given them by GE on their supplied valves.

TVA has measured the wall thiakness of all valves in Class I safety systsas 1 1/2 inch nominal pipe size average in accordanes with their preesse specifications 5.M.1.1(a) "Spesifiaation for Think====

Measurements" dated September 6,1972 with the exception of the I

valves manufactured by Dooling Yalve Manufacturing Company. These i

j valve all thicknesses had been previoesly suasured by the weder sad e

these with wall thich=assee less them specified on the design drawing i

were repaired. This meets the requiressat of W II's of l

June 30,1972 that required demonstrations that the valve wall

-f 7-thicknesses were acceptable for valves over 11/4 inch moniaal ytys., i 3 size in water lines and 2 1/2 inch nominal pipe size in steam 11 ass for boiling water reactors.

i TVA did not invoke their stated exception in their letters of 1521 l,

September 29, 1972 and December,1, 1972 to measure the wail thiek-1 ness of east steel valves larger than 2 inch nominal pipe sine in water lines and 4 inch nominal pipe size in steam 11 ass. The valves i

the inspector in TVA-DED Knoxville office on May 29, 1973. Me i

j inspector was informed that only one valve OdrL-2-71) out of eleves l

identified safety valves supplied by GE had an area that was questimmed.
