This letter refers to a significant matter, concerning the procedural confines on the operator's movenents within the control room, which was identi ficd during our August 27-29, 1974, inspection of licensed activities at your Browns Ferry 1 reactor facility.

Dased upon a telephone conversation between I:r. J. E. Gilleland, Assistant to the ' tanager of Power, of your ornanization, and I:r. '!. C. If the above stated understanding is contrary to your action, we' should be inforned promptly in writing. You may expect to hear further fron us regarding the enforcement aspects of this matter.

This letter refers to a significant matter, concerning the procedural confines on the operator's movements within the control room, which was identified during our August 27-29, 1974, inspection of licensed activities at your Browns Ferry 1 reactor facility.

Based upon a telephone conversation between Mr. J. E. Gilleland, Assistant to the Manager of Power, of your organization, and i

Mr. H. C. Seidle, Chief, Facilities Test and Startup Branch, Region. II, on September 4,1974, it is our understanding that immediate action has been taken to assure that an operator or senior operator licensed pursuant to 10 CFR 55 shall be present at the controls at all times during operation of the facility, as required by 10 CFR 50.54(k).

Specifica'ily, Browns / Ferry Plant Standard Practice, BF03, entitled " Browns Ferry Nuclear Plant Operation" has been revised by adding a requirement that the licensed operator must be in the c.ontrol room at all times and must not go behind the instrument panels without being properly relieved.

If the above stated understanding is contrary to your action, we-should be informed promptly in writing. You may expect to hear further from us regarding the enforcement aspects of this matter.
