This refers to the inspection conducted August 27-29, 1974, by Messrs. W. Little,

R. Sullivan, and C. Alderson of our Region II Office of activities authorized

by AEC facility Operating License No. DPR-33 at the Browns Ferry Nuclear

Plant, Unit 1, facility and to discussions of the inspection findings held'

with the Assistant Plant Superintendent on August 29, 1974, a telephans

conversation between Mr. Little and the Plant Superintendent on Angest SS.

1974, and a telephone conversation between Mr. W. C. Seidle, Chief. Facitettaa

Test and Startup Branch, Region II, and Mr. J. E. Gillala=A, Assistant to the

Manager of Power, in the TVA Organisation, on September 4, 1974.

The areas examined during the inspection consisted of the conduct of station

operations, abnormal occurrence records and docucient control, design changes,

the review of startup test results, and to compliance with the Commaissions'

rules and regulations and the conditions of your license. Within these

areas the inspection consisted of selective ava=1 nations of procedures

and representative records, interviews with personnel and observations by,

the inspector.

The results of our followup of previously identified matters are contained

in the enclosed report as follows:

The results of our inspection of your corrective action on previously

identified violations are discussed in Section II.

The status of unresolved items identified in previous inspection

reports is discussed in Section IV.

During the inspection it was found that two of your activities appeared

to be in violation of AEC requirements.

In addition, three violations of

the Technical Specifications were reported by TVA. The violations and

reference to the pertinent requirements are listed in Section I of the

summary of the enclosed report.

This mettee is samt to you pursuant to the provisions of Section 2.201 of

<

the ABC's " hales of Prestice," Part 2, Title 10, Code of Federal Regulations.

The violation described in section I.A. of the summary of the report was

the subject of letters to you from Mr. N. C. Moseley, Region II, dated

September 5, 1974, and from Dr. D. F. Knuth, Director of Regulatory

operations, dated September 13, 1974. The violations described in Sections

I.C., I.D. and I.E. were reported as abnormal occurrences by TVA and no

further response is required. With regard to the violation described in

Section I.B. of the sa mary of the report, submit to this office, within

20 days of your receipt of this notice, a written statement or explanation

in reply including (1) corrective steps which have been taken by you, and

the results achieved; (2) corrective steps which will be taken to avoid

further violations; and (3) the date when full compliance will be achieved.

In aceerdance with Section 2.790 of the AEC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the

enclosed inspection report will be placed in the AEC's Public Document

Room. If this report contains any information that you believe to be

proprietary, it is necessary that you submit a written application to

this office requesting that such information be withheld from publia

disclosure.

If no proprietary information is identificd, a written

stat ment to that effect should be submitted.

If an application is

submitted, it amist fully identify the bases for which information is

claimed to be proprietary. The application should be prepared so that

information sought to be withheld is incorporated in a separate paper

and referenced in the application since the application will be placed

in the Public Document Room. Your application, or written statement,

should be submitted to us within 20 days.

If we are not contacted as

specified, the enclosed report and this letter may then be placed in the

Public Document Room.

Should you have any questions concerning this letter, we vill be gisd to

discuss them with you.
