Dear Mr. Moseley:

This is in response to Directorate of Regulatory Operations letter R0:II:WSL 50-259/73-14 dated November 14, 1973.

Following are a quotation from Summary of Findings of R0 Report No. 50-259/73-14 i

and our response.

a.

Contrary to paragraph 6.3.A.9. of the Technical Specifications, TVA did not adhere to BF-ISI-1,

" Access Control," in that the public safety Officer left the gatehouse with the doors unlocked.

Compliance with paragraph 6.3.A.9 and BF-ISI-1, " Access Control,"

J was immediately achieved on October 19, 1973, when the violation was made known by the Regulatory Inspector. On November 20, 1973, a second Public Safety Officer was assigned to the 7 a.m. - 3 p.m.

shif t at the gatehouse Monday through Friday to assist in the admittance control procedure during heavy traffic through the gate-house and vehicular gate. This ensures that a Public Safety Officer is in the Ratehouse at all times during these hours until the perma-nent electrically operated vehicular gate that can be operated f$pm the gatehouse is installed. On other shifts when it is necessary~for the Public Safety Officer to leave the gatehouse, procedures require the gatehouse to be locked and persons awaiting admittance or exit authorization shall not be permitted to remain in the gatehouse during his absence.
