Dear Mr. Moseley:

This is in further response to Directorate of Regulatory Operations letter RO:II:WSL 50-259/73-13, dated October 1, 1973, to which we replied initially on October 23, 1973. In addition to our initial responses, we wisit to add the following information:

1. A l.h.-Contrary to Criterion XV of Appendix B to 10 CFR 50, a nonconforming head gasket was installed on the drywell by TVA.

A sample audit of our plant storeroom will be conducted to ensure proper material segregation and identification. This audit will be completed by January 1974.

1. A,1.d.-Contrary to paragraphs 3.5.F. and 4.5.F. of tha Technical Specifications, the reactor pressure was ICf not immediately reduced to less than 122 psig or was the

" HPblS immediately demonstrated to be operable upon fail-ure of the reactor core isolation cooling system (RCICS).

The need for absolute adherence to the letter of the Technical Speci-fications has been reemphasized to all plant employees.
