. The enclosed changed pages of the Columbia Fuel Fabrication Facility (CFFF) Materials License -

(SNM-1107) Application reflect successful results of an early communications process between Westinghouse and NRC Licensing Staff, beginning with opening discussion'during a site visit, continuing through telecons resulting in an electronic facsimilie transmittal, followed by additional telecon and e-mail correspondence, and concluding with this letter.

4 To'; summarize, sophisticated analyses (by Idaho National Engineering and Environmental Laboratory --INEEL) of some fuel samples - both from material in process of manufacture at the CFFF, and material previously manufactured at the facility -- have disclosed small quantities of contained transuranics and fission products. Such such quantities are not explicitly addressed in the current facility Materials License, it has been agreed that an amendment should be requested to clarify licensed possession limits. The amendment request is enclosed in the form of the aforementioned changed pages of the License Application.

The pagination of this submittal still reflects (to a. minor degree) the previously discussed

. anomaly resulting' from Westinghouse. confusion of " Revision Number" versus " Amendment Number" This has been manually corrected in all on-site copies of the License Application; and in accordance with a prior commitment, will be electrically corrected (with a complete corrected copy of the License Application submitted to NRC Staff) when Revisions 10 and 15 have been approved.
