Dear Sir:

The Authority is requesting an amendment to the James A.

FitzPatrick Technical Specifications to add a requirement to test the Main Control Room Emergency Ventilation Air Supply System.

This amendment would require a test of the system capacity overy 18 months to assure that it is +10 percent of the design value of 1000 cfm.

In addition a new paragraph is added to the Bases section to describe the purpose of the test.

The emergency ventilation system supplies air to the Main Control Room thereby maintaining a slight positive pressure and minimizing in-leakage.

This change is submitted in accordance with an Authority commitment made in Reference 1.

for Amendment, and the associated Safety Evaluation is Attachment II.

Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document titled " Application for Amendment to Operating License", together with forty (40) copies of Attachments I and II thereto, comprising a statement of the proposed change to Appendix A of the Technical Specifications and associated Safety Evaluation.
