3.0 PERSONNEL REQUIREMENTS .
3.1 Bechtel personnel interpreting and evaluating radiographs to this procedure shall be qualified and certified NDE Level II or III, in accordance with the applicable Bechtel Nondestructive Examination Personnel Qualification Standard, NEPQ, developed from Recommended Practice, SNT-TC-LA,1980 Edition.

e-Document No. RT-ASME III/XI Rev. 4 (For Limerick Only) Page 3 of 19 4.0 EQUIPMENT / MATERIAL REQUIREMENTS O 4.1 Film Selection 4.1.1 Radiographic film shall be either Type 1 or Type 2 f rom Table 2, of Recommended Practice SE-94.
4.2 Penetrameters 4.2.1 Penetrameters shall be manufactured and identified as required by ASME Section V, Article 2, unless otherwise specified.
4.3 Film Holders /Sc reens 1
4.3.1 Each film holder shall contain a front and back lead intensifying screen.
Neither screen shall exceed 0.010 inches thick. As a check on backscattered radiation, a lead symbol "B" with minimum dimensions of 1/2 inch in height and 1/16 inch in thickness, shall be attached to the back of each film holder.
4.4 Filters 4.4.1 Filters may be used to reduce objectitmabla statter radiation.
4.5 Densitometers 4.5.1 A densicometer shall be used for measuring film densities. Calibration of
() densitometers shall be verified by comparison with a calibrated density strip which in traceable to Nacional Bureau of Standards. The verification film scrip will be replaced annually and may be developed by comparison to the master calibration strip .which will be used quarterly to establish densitometer calibration.
J 4.6 Lead Location Markers 4.6.1 Location markers or any other identifying symbols shall consist of lead between 1/4 and 1/2 inch in height.
4.7 Shims 4.7.1 Penetrameter shim size shall exceed the penetrameter size by at least 1/8 inch on three sides, and shall be radiographically similar to the material .

- 5. 2 Radiography performed to ASME Section XI shall cover the entire volume of the weld plus the base material for a minimum distance of 1/4 inch f rom each toe of the weld.
5.3 Radiography performed to include both ASME Section III and Section XI shall conform to the requirements of paragraph 5.2.
- 6. 0 SURFACE PREPARATION 6.1 Materials 6.1.1 Prior to final radiography, surf aces shall satisfy the requirements of the applicable materials specifications, and all other planned NDE methods, with additional conditioning, if necessary, to a degree that surf ace irregularities cannot mask or be confuted with discontinuities.
6.2 Weld Surfaces 6.2.1 Welds being radiogt4phed need only be prepared to the extent necessary that the resulting radiographic image is free of any irregularities that could mask discontinuities.
O 7. 0 IDENTIFICATION 7.1 Film Identification 7.1.1 Each radiograph shall be identified through the use of lead numbers and/or letters or by an identification printer. The method used by subcontractors shall be at the option of Bechtel. The radiographic identification shall include the following informati6n: .
- 1) Bechtel identification
- 2) Bechtel job number
- 3) Component , vessel or piping identification
- 4) Seam or weld identification
- 5) R for Repair - R2, R3, etc., if more than one repair
- 6) Date of radiography

7.2 Location Markers 7.2.1 Location markers shall be used to ensure complete coverage and shall not interfere with the area of interest. Location markers shall be placed (source side or film side), as required in note 3 of Table 1. 1 7.2.1.1 If the veld is ground flush with the adjacent base material, lead arrows or "V's" shall be placed on the base metal at the extremities of the film to assure that the' area of interest can be accurately located on the radiograph.

7.2.2 For pipe diameters up to 3-1/2 inch, inclusive, the location markers represent degrees of circumference, e.g., "0" and **90* for elliptical exposure s, "0", "60" and "120" for superimposed exposuru.

8.0 TECHNIQUE REQUIRIMEfffS 8.1 Radiographic examination shall be performed at the time stated in the applicable job specification.
8.2 Penetrameters 8.2.1 Radiography shall be performed with a technique of sufficient sensitivity to display the penetrameter image, identifying numbers / letters and the specified hole listed in Table 2 or 3, as applicable. Penetrameter selection shall be as referenced in Table 1, Note 1. Thinner penetrameters than specified may be used, but a larger hole is not permitted for judging sensitivity.
8.2.1.1 Backing rings, when used, shall not be considered for penetrameter selection; however, the backing ring and Code allowed reinforcement shall be 9 considered for the use of shims under the penetrameter as referenced in section 8.2.4 of this procedure.

4 Document No. RT-ASME III/XI Rev. 4 (For Limerick Only) Fame 6 og 19 8.2.2 Penetrameter Placement A 8.2.2.1 A penetrameter shall be placed on the source side, out of the area of interest. In instances where weld metal is not radiographically similar to clie base material (as categorized in Appendix Al of SE-142) or geometric configuration makes it impractical, the penetrameter shall be placed on the veld metal. If the penetrameter is placed in the area of interest, a second exposure should be taken with the penetrameter relocated, as not to mask the first location.
8.2.2.2 When inaccessibility prevents placing the penetrameter on the source side, the per.tcrameter shall be placed on the film side of the part. A lead let te r "F,"
at least as high as the identification number, shall be placed adjacent to the penetrameter.
8.2.2.3 The identification number ( s) and the lead letter "F", when used, shall not be in the area of interest.
8.2.2.4 When configuration or size prevents placing the penetrameter on the part, it may be placed on a separate block as provided in SE-142 of ASME Section V.-
8.2.3 habax of 1sastzamataz.s 8.2.3.1 A minimum of one penetrameter shall be used for each radiograph except as provided in 8.2.3.3 for panoramic exposures. Each penetrameter shall represent an area of essentially uniform radiographic density.
8.2.3.2 Should the density of .*.he radiograph anywhere through the area of interest l
vary by more than minus 15 percent or plus 30 perce'nt f rom the density through the l body of the penetrameter, then an additional penetranstar shall be used for each l exceptional area or areas and the radlograph retaken. One penetrameter shall l represent the lightest area of interest and a second penetrameter shall represent I
the darkest. Intervening densities shall be considered as having acceptable density.
8.2.3.3 Where one or more exposure holder / cassette is used for an exposure, a penetrameter image shall appear on each radiograph, except where the source is placed on the axis of the object and the complete circumference is radiographed with a single exposure (panoramic exposure), in which case at least '* ee equally spaced penetrameters shall be used. Where portions of longitudinal Jds adjoining the circumferential weld are being examined simultaneously -un the circumferential veld, additional penetrameters shall be placed on the longitudinal welds at the ends of the sections of those welds being radiographed. When an array of objects in a circle are radiographed, at least one penetrameter shall show on each object image.
8.2.4 Shims Under Penetrameters 8.2.4.1 If the veld reinforcement and/or backing strip are not removed, a shim shall be placed under the penetrameter. The shim thickness shall be selected so that the total thickness being radiographed under the penetrameter is essentially 3 the same as the total weld thickness plus backing strip, if used and not removed, l ,I and other thickness variations such as in nozzle geometries.

8.3.1 X-Radiation 8.3.1.1 ASHI Section V, Article 2, Figures T-240(a), (b) or (c) shall be used as a guide in the selection of X-radiation sources.
8.3.2 Isotope Radiation 8.3.2.1 The recommended minimum thickness for which radioactive isotopes may be used are as follows:

8.3.3.1 When it is not practical to perform radiography within the limitations -
outlined in 8.3.1 or 8.3.2, or when radioactive isotopes other than Iridium 192 or Cobalt 60 are used, the procedure shall be proven satisfactory by actual
(~ demonstration of penetrameter resolutioe on the minimum thickness of the material

radiographed. The technique shall be approved by a Bechtel M&QS Level III or approved designee.
8.4 Geometrical Unsharpness 8.4.1 Geometrical unsharpness, "Ug," equals source size multiplied by the thickness and divided by the object-to-source distance.

- F = Source size in inches, the maximum effective dimension of the I radiating source (or focal spot) in the plane of the distance (D) from the veld or object being radiographed.
D = Distance in inches from the source of radiation to the weld or other object being radiographed.

8.4.2 The geometric unsharpness of the radiograph shall not exceed the following:

9.2 Part III of Recommended Practice SE-94 of ASME Section V shall be used at a guide for processing film.
9.3 Film Viewing -
9.3.1 Film shall be viewed in an area with esbdued lighting which vill not cause reflections from the film surface which will. interfere with adequate interpretation.
9.3.2 Extraneous light from the illuminator shall be masked when viewing the O radiograph.
9.3.3 Radiographs shall be interpreted only for that area in which the penetrameter(s) .have established that a suitable radiographic technique has been used.
9.3.4 The film density through the body of the appropriate penetrameter and the area of interest shall be 2.0 minimum to 3.8 maximum for single film viewing of radiographs. A tolerance of 0.05 density is allowed for variations between densitometer readings.
9.3.5 Composite viewing of double film exposure is not permitted unless approved ,
by a Bechtel M&QS Laval III or approved designee. If approved, the density shall l be a minimum of 2.6 for composite film with a minimum density of 1.3 for each film of the composite sat.
9.3.6 The radiographic film density of the area of interest shall be compared to l
the density of the penetrameter. The density in the area of interest must be
} between minus 15 and plus 30 percent of the value taken through the penetrameter
} and within the allowable density range specified in 9.3.4.
9.3.7 If a light image of the "B" appears on a darker background on the radiograph, protection from backscatter is insufficient and the radiograph shall be considered unacceptable and the radiograph retaken. A dark image of the "B" on

d blemishes to the extent that they cannot mask or be confused with the image of any discontinuity in the area of interest of the object being radiographed. S uc h blemishes include, but are not limited to:
- 1) fogging; 2)
- 3) processing defects such as streaks, water marks, or chemical stains;
- 4) sc ratche s , finger marks, c rimp s, dirt, static marks, smudges, or tears ;
loss of detail due to poor screen-to-film contact; 5) false indications due to defective screens or internal faults.
10.0 ACCEPTANCE STANDARDS
. 10.1 Final Interpretation of Radiographs A 10.1.1 Radiographs shall be interpreted and evaluated for film quality and for discontinuities only by a Bechtel NDE Level II or III certified by examination to this procedure to ensure understanding of the referenced code and this procedure.
10.1.1.1 In cases where there is a question regarding the surface condition of the veld on the interpretation of the radiograph, the fi.la shall be compared to the actual . weld surf ace for interpretation and detefaination of acceptability. ,
10.1.2 The Bechtel NDE Level II or III shall record on a review form accompanying the radiographs, the interpretation of each radiograph and disposition of the material examined.
10.1.3 set The information required in paragraphs 11.2 and 11.3 shall accompany each of radiographs. Reference to a standard setup is acceptable if descriptions of this standard setup are readily available.
10.2 For Section III, examination of material adjacent to or beneath a weld or weld build-up shall be as acated in the specific material specification or NB-2500, NC-2500 rnd ND-2500 as applicable.
10.3 Welds that are shown 'by radiography to have any of the following types of discontinuities shall be judged unacceptable.
- 1) Any type of crack or zone of incomplete fusion or penetration.
- 2) Any other elongated indication which has a length greater than:
1/4 inch for t up to 3/4 inch inclusive, 1/3 e for e from 3/4 inch to 2-1/4 inch inclusive, 3/4 inch for e over 2-1/4 inch.

- 3) Any group of indications in line that have an aggregate length greater than e in a length of 12t, except when the distance between the successive imperfections exceed 6L. (t = thickness of weld, L =

- 4) Rounded indications in excess of those specified in the rounded
=
indications charts of ASME III, Appendix VI, except for subsection NF, in which rounded indications are not a factor in the acceptability of welds which are radiographed.
- 5) Root concavity on single welded circumferential butt velds, which displays a higher radiographic film density than the density of the thinner member of the two sections being joined.
10.3.1 Internal root veld conditions are acceptable when the density change as indicated in the radiograph is not abrupt.
10.4 For Section XI,1980 Edition with Winter 1981 Addenda examinations, discontinuities are unacceptable if after characterization (paragraphs 10.4.1 and 10.4.2) they exceed the allowable a/t, % value when compared to the applicable acceptance Table 4 (ferritic) or Table 5 (austenitic and high nickel alloy material).
10.4.1 Discontinuities shall initially be characterized as surface indications.
This is achieved by measuring the length (1) of the discontinuity, then dividing that dima.nsion by 2. This calculation provides the "a" dimension, which is divided by the wall thickness (% 100), and a realo (a/t, 2) is derived for ,
comparison to the "surface" column in the acceptance tables.
10.4.2 Should a discontinuity be evaluated to be an unacceptable surface indication, the actual throughwall dimensions "S" and "a" may be determined using O UT or other approved methods. This will determine if the ladication is surface or subsurf ace and a new ratio (a/t, %) may be derived and compared to the applicable column in the acceptance tables.
10.5 Regardless of Code or material, acceptable significant indications that require evaluation and interpretac!on to determine their acceptability shall be recorded and the disposition indicated on the review form. The method of determining acceptability (i.e., visual, density check, dimensional, other NDE methods, etc.) shall be noted on the radiographic review form. Supplementarv documentation as necessary shall ba included with the final report.
10.6 Areas that have been repaired shall be reradiographed to the requirements of this procedure. The repair radiographs shall be identified by an R1, R2, etc.,
as appropriate. The radiograph of the repaired area shall extend beyond the ropair to the extent necessary to assure that the total area repaired has been radiographed.
NOTE: It is generally recommended to have radiographic coverage 2 inches beycnd the length of the repair. In some instances, hosever, it may be necessary to reradiograph the adjacent views to prc,ve that coverage has been attained.
10.6.1 The original radiograph of the rejected area shall be available for comparison with the repair radiograph to assure acceptability of the repair and adequacy of coverage.

A 11.1 The form attached to this procedure shall be used.
11.2 As a minimum, the following information shall be recorded:
A 11.2.1 Report number, date, Bechtel job number, name of the subcontractor company, and the be documented onapplicable ASME Code Section. More than one code reference may a single report.
11.2.2 Weld and/or component designation.
11.2.3 Radiation source type.
- 11.2.4 Film brand type.
11.2.5 A film quality evaluation covering density and film quality.
11.2.6 The name and certification level of personnel performing and/or interpreting radiograpFy.
11.3 The following information shall either be providad on each film jacket.or report f o nn.
11.3.1 Shooting sketch showing the geometric arrangement of source, weld, film, penetrameters or reference to a standard shooting sketch.
O 11.3.2 Source to veld or object distance.
11.3.3 Effective focal spot of the radiation source.
11.3.4 Calculated geomet ric unsharpness.
11.3.5 Shim thickness.
11.4 All records of radiographic examination including informational exposures shall be submitted to the responsible Bechtel individual for disposition. Final acceptance radiographs shall be maintained with the permanent job files. Each exposed film shall be maintained in such a manner that there is no e.ontact between the films, e.g., interleaving paper between the film.
A 11. 5 A copy of the certification records for all personnel performing or evaluating radiographic examination to this procedure and a copy of the certification record of the examiner who certified them, shall be maintained on file at the jobsite.
11.6 Complete qealification and certification records for Bechtel NDE personnel are maints'Ted on file at the Materials and Quality Services office in San Francisco.

/' Before a subcontractor procedure is used, the proposed radiographic
\-}/ examination procedure shall be submitted for review by a Bechtel M&QS Level III and approval by Bechtel Project Engineering. Subcontractor radiographic examination procedures which will be used for ASME Section XI purposes also require review and approval by PECo Engineering. Approved procedures shall remain permanently on file at the jobsite.
A 12.2.1 The subcontractor's procedure shall be equivalent in all essential respects to this procedure sections specified and shall be qualified to meet the referenced codes and in this procedure.
A 12.3 Records of radiographic examination performed by a nondestructive examination paragraph subcontractor 11.0 shall contain the same information as raquired by of this procedure. '
12.4 A Bechtel NDE Level II or Level III shall be responsible for the evaluation and disposition of all radiographic examination results and reports prepared and submitted by the NDE subcontractor's personnel.
A 12.5 Complete qualification and certification records for each 1Ent subcontractor individual who will be performing rad.lographis 4saminations' to this procedure, and the qualification and certification record of the examiner who ,
certified each individual, shall be submitted for review and acceptence by a -
Bechtel Level III within M&QS prior to the beginning of any examination. The Subcontractors vricten practice for qualification and certification of NDE personnel per references 2.4 and 2.5 of this procedure shall be submitted for review and acceptance by Bechtel M&QS.

- 1) Penetrameter selection per Tables 2 and 3 shall be based on nominal single wall thickness plus the reinforcement permitted by the referencing Code section. For any material thickness range, a thinner penetrameter than listed for that range may be used, provided all other requirements for radiography are met.

For double-wall viewing, at least one location marker shall be placed on the outside surface adjacent to the weld.
- 4) PEco Engineering approval is required prior to using the radiographic techniques shown in Figures 2(B), 2(D) and 2(F) for ASME Section XI purposes.
