3.0 AUGMENTED REQUIREMENTS - NUCLEAR PIPING SYSTEMS q The following are-the augmented inservice inspections applicable to Limerick Generating Station Unit 1 nuclear piping eystems.

These' requirements are applicable during each inservice inspection interval or at other times as noted. The examination method,. frequency, and coverage are specified in " Limerick Generating Station Unit 1 and Common Plant First 10-Year Interval Inservice _ Inspection Examination Plan".

3.1 HIGH ENERGY PIPING BETWEEN CONTAINMENT ISOLATION VALVES l AND FIRST OUTBOARD RESTRAINT FOR WHICH NO BREAKS ARE POSTULATED (REFERRED TO AS "NO BREAK" BOUNDARIES IN THIS~

PROGRAM)

NRC Mechanical Engineering Branch (MEB) Technical Position MEB 3-1 (NUREG 0800) prescribes that cracks or breaks need not be postulated for containment isolation piping provided that certain stress criteria ar9 met and all pipe welds are volumetrically examined during each inservice inspection interval. The Lin.erick Generating Station FSAR Section 3.6.2.1 commits PECo to performing these examinations for all "no break" piping welds.

The. augmented inservice inspection will include volumetric examination of 100% of the circumferential and longitudinal pipe welds within the "no break boundaries. These examinations will be performed in accordance with the requirements of ASME Section XI with the exception that the weld and required volume shall be extended to include essentially 100% of the through wall thickness.

The "no break" boum - les are as summarized in Table 3.0-1.

3.1.1 RELIEF REL ST Circumferential and longitudinal butt welds in piping within the "no break" boundaries.

l 3.1.1.1 REQUIREMENT FROM WHICH RELIEF IS REQUESTED NUREG 0800, Technical Position MEB 3-1, requires volumetric examination of 100% cf the circumferential and longitudinal piping welds within the "no break" boundaries. The examinations are to be performed once per inspection interval in acccidance with.the Limerick Generating Station Unit 1 and Common Plant First 10-Year Interval Inservice Inspection Program except that the weld and required volume shall be extended to include essentially 100% of the through wallithickness. This exceeds ASME Section XI requirements which ofly requires volumetric examination of' the inner one phird oh the through wall thickness

] to achieve Code coverage. Ultrasonic examinations shall include the following:

(1) Nominal 45 degree angle beam scans of the weld and required volume in two beam path directions perpendicular to the weld axis.

(2) Nominal 45 degree angle beam scans of the weld and required volume in two beam path directions parallel to the weld axis.

Relief is requested from the requirement to examine 100% of the l through wall _ thickness of the weld and required volume with scans in two beam path directions perpendicular to the weld axis for the welds identified in Table 3.0-2.

3.1.1.2 JUSTIFICATION For volumetric examinations perpendicular to the weld axis, complete coverage of the outer two thirds through wall thickness of the weld and required volume in two beam path directions may not be achievable due to joint configuration / component design.

Non parallel ID and OD surfaces in certain valve and fitting designs may preclude complete coverage of the component base material adjacent to the weld. Although complete ASME Code coverage is achievable, complete coverage in accordance with the augmented requirements of Technical Position MEB 3-1 is only achievable in one direction perpendicular and two directions parallel to the weld axis. Complete surface examinations are also achievable.

l 3.1.1.3 ALTERNATE TO AUGMENTED REQUIREMENTS Required examinations will be performed to the extent practical.

Base metal scans, limited by joint configuration / component design, may use full vee path calibrations, smaller transducers, alternate ultrasonic beam angles and/or modes of ultrasonic wave propagation. Difficult configurations may be divided into examination " zones" requiring a separate calibration in which case an average material thickness over the " zone" will be used.

Visual examinations will be performed during periodic system pressure tests.
