3.4.2.2 JUSTIFICATION Complete Code coverage of weld RHR-HXA-N3 is not achievable.

Transverse UT scans for circumferential reflectors are limited in two areas, 180 degrees apart, by sock-o-lets welded in the scan path.

3.4.2.3 ALTERNATE TO ASME SECTION XI REQUIREMENTS The weld and adjacent base metal will be completely examined by parallel UT scans for transverse reflectors. Transverse UT scans will be completed to the extent practical. Complete surface examinations will be performed. Visual examinations will be performed during periodic system pressure tests.

I 3.4.3 RELIEF REQUEST RHR heat exchanger lAE-205 integrally welded attachments. j l 3.4.3.1 REQUIREMENT FROM WHICH RELIEF IS REQUESTED l

l ASME SECTION XI Table IWC-2500-1, Category C-C, Item C3.10 l requires surface examination of 3/4 in thick or greater integrally welded attachments to one heat exchanger in each group or heat exchangers of similar design, size, and service per Figure No. IWC-2500-5. These examinations are to be performed l once per inspection interval. The affected welded attachments are summarized in Table 3.0-2.

3.4.3.2 JUSTIFICATION The attachments are boxed structures designed to support the heat exchanger. The top structures, RHR-HXA-1-A, B, C, & D are plate and shell type supports. The attachment welds inside the box are inaccessible due to the insertion of the tie down anchor plates.

The bottom structures are linear type supports. The bottom outside attachment welds are inaccessible due to the proximity of the supporting I-beam.

3.4.3.3 ALTERNATE TO ASME SECTION XI REQUIREMENTS Required examinations will be performed to the extent practical.

For the top support attachment welds, each outside weld and i adjacent base metal will be completely examined by surface methods. For the bottom support attachment welds, three sides of  ;

each outside weld, each inside weld, and the adjacent base metal {

will be completely examined by surface methods. Visual j examinations will be performed during periodic system pressure tests.

CLASS 1, 2, & 3 COMPONENT SUPPORTS 6.4.1 . RELIEF REQUEST Mechanical' snubbers (shock suppressors) for ASME Code Class 1, 2, 1

& 3 components.

6.4.1.1 REQUIREMENT FROM WHICH RELIEF IS REQUESTED-ASME Section XI, Table IWF-2500-1, Category F-C, Item numbers

'l F3.10 through F3.50 requires visual examinations.(VT-3 and VT-4) of mechanical type snubbers. These examinations are to be performed once per inspection interval on those snubbers selected in accordance with IWF-2510.

6.4.1.2 JUSTIFICATION The mechanical snubbers for ASME Code Class 1, 2, & 3 components {

are currently subjected to an on going inspection and testing  ;

program detailed in the Limerick Technical Specification, j Surveillance Requirements 3/4.7.4. This program is designed to demonstrate continued operational readiness and structural-integrity of the mechanical snubbers. The inspection boundary for Technical Specification Examinations is from the snubber rear bracket attachment weld to the pipe clamp. The remaining portion of the snubber support is subject to examination in accordance with the Section XI program. See Figure 6.4-1 for the examination boundaries.

6.4.1.3 ALTERNATE TO ASME SECTION XI REQUIREMENTS The IWF boundaries of mechanical snubbers will be inspected and tested in accordance with a two part program. The snubber from the rear bracket attachment weld to the pipe clamp will be inspected and tested in accordance with the Limerick Technical Specification, Surveillance Requirements 3/4.7.4. The remaining portion of the snubber structure will be examined in accordance with the requirements of ASME Section XI.

The surveillance requirements of Technical Specifications 3/4.7.4 meets or exceeds the requirements of ASME Section XI. The personnel who perform these examinations are certified in accordance with ASME Section XI.
