1.0 Scope h~

1.1 This procedure establishes the requirements for the training, qualification and certification of personnel who are responsible for l-perfortnance of 2ndestructive Examination (NDi.).

i 1.2 This procedure meets the requirements of the knerican Society for Nondestructive Testing Recomended Practice SNT-TC-1 A (1980 Edition).

1.3 Additional quali fica tion requirements may exist in other  ;

specifications, such as ASME Section !!I, VI!! and XI, MIL-Std 271, NAVSEA 250-1500-1, etc. The requirements of the other specifications  ;

shall take precedence when such differences exist. Certification for i special applications shall be documented. l l'

h_ 3.5 Experience: The knowledge and skill derived from observation and participation in performing a nondestructive examination. {

3.6 Additional levels of skills or qualifications: These additional l levels of skills or qualifications are stated on the certification  ;

record.

3.7 Level III Examiner: The Level III Examiner is appointed by the Manager, Plant Services Quality and is responsible for the impl ementa tion of this procedure in addition to other specific responsibilities as outlined in this procedure.

3.8 Interrupted Service: Certified personnel not performing to a particular NDE method for a period of one year.

4.0 Responsibilities 4.1 The Fbnager, Plant Services Quality shall appoint level 111 Examiner (s) to implement the duties outlined in this procedure.

4.2 The Level 111 Examiner is responsible for impl ementa tion of the program described herein.

4.3 The Level !!! Examiner for each NDE discipline is responsible for and shall provide guidance and direction for related training and

]f. qualification.

4.4 Certified personnel are responsible for documenting work experience on a continuing basis. The record of updated work experience shall be transmitted to the Level Ill Examiner (s) at least annually.

4.5 The Manager, Plant Services Quality is responsible for the interpretation of this procedure.

4.6 Changes to this procedure will be done in the same manner as the original for review and approval before procedure revision.

5.0 Nondestructive Examination Hethods 5.1 The methods of examination specifically designated in this procedure are:

g 6.0 Certification Levels i

V 6.1 There are three levels of certification for each NDE method; however, ,

these levels may be subdivided to identify specific levels of skills i and responsibilities as defined in paragraphs 6.2.1 and 6.2.4 l i

6.2 Certification levels shall be consistent with the following criteria:

6.2.1 Trainee 6.2.1.1 A Trainee is an individual who does not have the minimum experience hours required to be certified as a Level 2, '

but meets the Level I education , training and examination requirements as specified within this  ;

procedure,

a. A Trainee shall work with a certified Level I, 11 or 111 individual and shall not independently conduct any test, interpret or evaluate the resul ts of a test, or report test results.
b. When a Trainee has successfully met the minimum experience hours required for a Level 1, he may be certified as a Level I in accordance with Table 1 without further examination. The new Level 1 ,

O certification shall expire three (3) years from the original trainee certification date.

6.2.2 Level 1

6. 2. 2.1 A Level I meets education, training, examination and experience requirements of the applicable method.

6.2.2.2 A Level 1 is qualified to perform calibration, examinations and record resul ts in accordance with written procedures under the direct supervision of a Level !! or 111. Unless otheNise prohibited in the applicable code, standard or procedure, a Level I may interpret examination resul ts for the purpose of evaluating acceptability of materials or components.

6.2.3 Level II 6.2.3.1 A Level !! meets education, training, examination and experience requirements of the applicable method.

6.2.3.2 A Level II is qualified to direct and perforn calibrations, examinations, interpret, evaluate and report examination results for determining acceptability of materials and components in accordance with applicable codes, standards and specifications. A Level

() Il shall be familiar with scope and limitation of the method and shall have a practical background in applicable materials and fabrication processes.

A Level 11 is qualified to prepare written instructions I and procedures subject to the approval of a Level !!!.

A Level 11 is to provide on-the-j ob training and direction to trainees and Level I personnel.

6.2.4 Level !!!

6.2.4.1 A Level !!! meets education, training, examination and experience requirements of the applicable method.

6.2.4.2 A Level Ill is capable of establishing techniques and procedures; interpreting codes, standards, specifications and procedures; and designating the particular test methods, techniques, and procedures to be used. A Level III is responsible for the NDE operations for which qualified and assigned and is capable of interpreting and evaluating results in terms of existing codes, standards and specifications. A Level 111 shall have sufficient practical background in applicable materials, fabrication, and product

e. technology to establish techniques and to assist in j i establishing acceptance criteria where none are

qualified to train and examine other NDE persor.nel.

7.0 Education, Training and Experience ,

7.1 Personnel being certified in NDE shall have sufficient training to ensure understanding of the principles and procedures in those NDE methods in which they are being evaluated.

i l 7.2 Personnel shall have successfully completed classroom training.

7.3 The Education and Employment Record Form (Exhibit 1) is used to h record the infonnation required by 7.1 and 7.2.

I L 7.4 Training courses shall be conducted by qualified General El ectric l Company personnel or by other qualified professionals (NDE Schools, i educational institutions, training seminars, etc. ) as determined by the Manager, Plant Services Quality.

7.5 Education options for Levels I, & II.

7 . 5.1 Option 1: Successful completion of at least two years of engineering or science study in a university, college or technical school.

7.5.3 Option 3: - Gramar school graduation or dcmonstrated proficiency or additional training.

7.6 Education Options and Work Experience for Level 111 t

7.6.1 Option 1: Graduate of a four year accredited engineering or j science college or university with a degree in Engineering or science plus one year's experience in nondestructive examination in an assignment comparable to that of a Level 11 in the applicable examination method.

7.6.2 Option 2: Completion with a passing grade of at least two years of science study at an accredited university, college or technical school plus two years experience as a certified  ;

Level 11 in the applicable examination method. ,

G 7.7 Training and Experience Requirements [

Q 7.7.1 Minimum training and experience hours for all levels of NPE I personnel shall be as defined below and in Table 1 of this procedure.

7.7.2 Work experience is considered to include all the time associated wi th performing an examination. This includes time spent in preparation, in procedure and technique review, for discussion and specific task instruction, durino actual examination time, for post examination clean up, and for reporting and record keeping. This does not include training time, which is a separate requirement, nor does it include travel time to the job site. Work experience shall be recorded as hours of experience on the NDE individual experience record (Exhibit 11).

Note 1. Work experience requirements are expressed in months or hours based on .a normal forty (40) hour work week (175 hours0.00203 days <br />0.0486 hours <br />2.893519e-4 weeks <br />6.65875e-5 months <br /> per month). When work is performed in excess of a .

forty (40) hour week, work experience tnay be credited basad on actual hours.

Note 2. Training and experience credit may be gained in VT by l accumulation of training and experience in HT, PT, P.T

continuing requirement. Visual acuity testing shall be [

performed annually.

a. An examination shall be administered annually to assure I natural or corrected near vision (Jceger J -1, or l equivalent, as a minimum in at least one eye) and far i vision acuity which shall be a Snellen fraction of 20/30, or equivalent, as a minimum. The examination ,

shall also. include contrast perception (which will determine the capability to resolve a 1/32" black line on an 18% neutral gray card or equivalent) and color perception using an ISilIHARA test or equivalent. For personnel who are color deficient, a practical '

demonstration of color proficiency in the inspections or tests to be performed will be considered sa ti s f ac tory and shall be noted on the vision acuity examination p record.

b. The vision acuity examination shall be administered by  !

8.2.1 Examinations for trainees, levels 1, and 11 shall consist of general, specific and practical examinations as outlined in SNT-TC-1 A and described within this procedure and Table 2.

8.2.2 General Examination: The general examination shall cover theory, principles, and practices relative to the applicable NDE method. This examination shall be administered without access to reference material (closed book) except that graphs, tables and other necessary data may be used.

8.2.3 Specific Examination: The specific examination shall cover equipment, operating procedures, examination techniques and codes that the examinee may encounter in specific assignments. This examination shall be administered with access to necessary da ta such as graphs, tabl e s ,

specifications, procedures and codes.

. 8.2.4 Practical Examination: The Examinee shall demonstrate to the satisfaction of the Level III Examiner familiarity with the opert'lon of the necessary equipment and interpretation of examinnion results to the degree required. Personnel .

proficiency shall be demonstrated in performing the t applicable NDE on one or more samples approved by the Level III Examiner. At least ten different check points requiring an understanding of examination variables and procedural requirements shall be included in this practical examination.

A description of the examir.ation specimen, procedure, check points and results shall be documented and graded.

E.3 Examinations - Level III 8.3.1 Basic Examination: A basic examination is required only once when more than one method of examination is taken within a three year period. As a minimum the basic examination shall consist of: ,

8.4 Grading 8.4.1 The Level III Examiner is responsible for conducting and grading examinotions. The actual administration and grading of examinations may be delegated.

8.4.7 All written exams shall be generated by the Level til Examiner and shall be controlled and available to the NDE personnel only while being examined.

if t 8.4.8 Re-examination: Those failing to attain the required grades must wait at least 30 days or show evidence of having received suitable edditional training as determined by the Level 111 Ixaminer.

9.0 Certification 9.1 Certification of NDE personnel is the responsibility of the Territory Manager, Quality Assurance based on the recomendation of the I wi 111 Exaainer.

I 9.2 Certification of NDE personnel is based on demonstration of satisfactory qualification as determined by this procedure.

9.3 Certification records for NDi personnel are maintained in a central file at the territory of fice where issued by the Level !!! Examiner.

The certification records shall contain the following information as l; a minimum:

a. Name of certified individual
b. Level of certification and examination method

- c. Education background and experience

d. Statement of satisfactory completion for training
e. Results of physical examination (vision acuity) s f. Copies of current examinations, grades for previous examinations y

j. Signature of Territory Manager Quality Assurance 9.3.1 F. ms exhibited in this procedure shall be used to document the information required in paragraph 9.3.

9.3.2 Personnel who successfully compl ete practical examinations for specialized equipment involving courses or examinations administered by the Electric Power Research Institute (EPRI) shall have such courses noted on their certificates. Copies shall be kept in files maintained by the Level III Examiner.

Successful completion of such courses are considered as compliance with the requirements of ASME Section XI.

9.3.3 HDE personnel may at any time at the discretion of the Manager, Plant Services Quality have their certification revoked.

p 9.4 Recertification: Level 1,11 & !!! personnel shall be recertified at s least once every three years based on retraining and testing.

9.5 Personnel not performing to a particular NDE method for a period of one year (interrupted service) shall complete a practical examination in accordance with this procedure.

9.5.1 Sati s f ac tory completion of the practical examination shall continue certification for the period in effect at the time.

9.5.2 Failure to complete the practical examination will require full recertification in accordance with this procedure.

10.0 itrmination 10.1 Certifications are automatically terminated when an employee leaves General Electric Company.

10.2 A tenninated employee may be_ recertified to their fonner level of i

certification when the following conditions are met:

( a. Proof of prior certification

b. Work in the capacity to which certified within six months of his termination
c. NDE Level 111 Examiner review of the employees work history since termination
d. Employee satisfactorily completes a practical examination.
