1.0 SCOPE

1.1 This standard establishes the requirements for qualification and certification of Bechtel personnel as an NDE Level III in the following nondestructive examination methods:

3.1.1 Be capable of and responsible for establishing techniques, interpreting codes, standards and specifications; and designating the particular examination method and technique to be used.
3.1.2 Be capable of performing and/or evaluating results in terms of existing codes, standards, and specifications.
3.1.3 Have sufficient practical background in applicable materials, fabrication, or product technology to establish techniques and to assist the design engineer in establishing acceptance criteria where none are otherwise available.
3.1.4 Be responsible for the training and examination of NDE Level I, II personnel for certification. The administration of training and grading of a examinations for NDE Level I and II personnel shall be by a certified M&QS NDE mgt Level III.
8m 4.0 PHYSICAL REQUIREKENTS w.a gagf 4.1 Each candidate shall be examined on an annual basis to assure adequate color vision and near distance visual acuity in at least one eye.

.. Pese 3 cf 9 4.1.1 For near distance visual acuity, the individual shall read the J-1 letters on a standard Jaeger test chart at a distance of not less than 12 inches.
O- 4.1.2 For color vision, candidates shall be capable of dininguishing and differentiating contrasts between colors used in the method for which they are being qualified. This can be demonstrated by the practical examinations, Ishihara test plates, or equivalent test. Results shall be documented on a practical examination checklist and/or a vision test record.
4.2 If the candidate should fail the examination (s) described in paragraph 4.1, a retest may be conducted upon presentation of proof of corrected vision.
4.3 The examination (s) required by paragraph 4.1 may be administered by a medical physician, nurst., or au NDE Level III, and shall be documented on a vision test record, Exhibit 1, or equivalent form.
5.0 QUALIFICATIONS FOR CERTIFICATION 5.1 Candidates considered for initial certification as NDE Level III shall have a valid NDT Level III certificate from ASNT in at least two methods and shall have a minimum of four years of experience as a certified NDE Level II in the applicable examination method.
This requirement will satisfy the necessary education, training, and experience for certification in accordance with this, standard without further verification.
5.2 Education, training and experience shall be documented by the candidate on the NDE Education and Training Resume, Exhibit 2, and the NDE Experience Resume,

6.0 EXAMINATIONS 6.1 Examination for certification shall be administered by an M&QS NDE Level III certified in the applicable method.
- 1) The basic examination requirement is satisfied by the ASNT Level III certificate.
- 2) The method examination requirement is satisfied for those ASNT '
certified methods.
6.2 Each candidate shall be examined to demonstr a practical proficiency in the applicable method by writing an NDE Procedure for a specific application, to a specific Code selected by the Examiner, perform an NDE examination, and evaluate the results for each method in which certification is attempted. For radiography, only evaluation is required for performance.
6.3 In addition, for methods not covered by the candidate's ASNT NDT I4 vel III certificate, the following shall be administered.
6.3.1 Method Examination
- 1) Thirty (30) questions relating to f undamentals and principles for each method, and

- 2) Fifteen (15) questions relating to application and establishment of techniques and procedures for each method, and O(._/ 3) Twenty (20) questions relating to capability for interpreting codes, standards, and specifications relating to the method.
6.3.2 Specific Examination
- 1) Twenty (20) questions relating to specifications, equipment, techniques, and procedures applicable to the product (s) and methods employed, and to the administration of the written NDE standard.
6.4 Each examination required by this standard requires a grade of 80 percent or greater for certification. Candidates who fail any examination portion must wait at least thirty (30) days or show evidence of having restudied or had additional training, to the satisfaction of the M&QS NDE Level III, prior to reexamination.
7.0 CERTIFICATION 7.1 An NDE Level III's certification is valid for a period not to exceed three years. The Manager of M&QS certifies Level III personnel based on the recommendation of the NDE Eervices Supervisor for compliance with this standard.
Certifications are documented on the Certificatior Statement (Exhibit 4) which includes examination results.
8.0 RECERTIFICATION 8.1 NDE Level III individuals will be recertified by reexamination at least once every three years to include a practical examination as referenced in 6.2.
8.2 An NDE Level III may be recertified as an NDE Level II without examination, when the individual.is transferred to a jobsite, provided his examinations, education, training and experience meet the requirements of NEPQ-2.
9.0 INTERRlTPTED SERVICE 9.1 A period of interrupted service greater than 12 months shall require recertification by examination, in accordance with 6.2.
10.0 RECORDS 10.1 For candidates who qualify for certification or recertification, the original qualification records summary, certification statement, and vision test record shall be maintained by the Materials and Quality Services NDE Services Section. In addition, the complete current examination papers for each part of the examinations shall be maintained by the Materials and Quality Services NDE Services Section.

2.2.3 Section XI, Rules for Inservice Isspection of Nuclear Power Plant Components 2.2.4 NEPQ-2 Level I and II, Personnel Qualification and Certification 3.0 DUTIES AND RESPONSIBILITIES 3.1 An NDE Level III shall:
3.1.1 Be capable of and reeponsible for establishing techniques, interpreting codes, standards and specifications; and designating the particular examination method and technique to be used.
3.1.2 Be capable of performing and/or evaluating results in terms of existing codes, standards, and specifications.
3.1.3 Have sufficient practical background in applicable materials, fabrication, or product technology to establish techniques and to assist the design engineer in establishing acceptance criteria whero nonc are otherwise available.
3.1.4 Be responsible for the training and examination of NDE Level I, II personnel for certification. The administration of training and grading of c) examinations for NDE Level I and II personnel shall be by a certified M&QS NDE g => Level III.
om llh._, 4.0 PHYSICAL REQUIREMENTS E* 4.1 Each candidate shall be examined on an annual basis to assure adequate 2, color vision and near distance visual acuity in at least one eye.
Document No,_ NEPQ-1 Ra v , O Pane 3 of 9 4.1.1 For near distance visual acuity, the individual shall read the J-1 letters E standard Jaeger test chan at a distance of not less than 12 hches.
LJ 4.1.2 For color vision, candidates shall be capable of distinguishiog and differentiating contrasts between colors used in the method for which they are being qualified. This can be demonstrated by the practical examinations, Ishihara test plates, or equivalent test. Results shall be iocumented on a practical examination checklist and/or a vision test record.
4.2 If the candidate should fail the examination (s) described in paragraph 4.1, a retest may be conducted upon presentation of proof of corrected vision.
4.3 The examination (s) required by paragraph 4.1 may be administered by a medical physician, nurse, or an NDE Level III, and shall be documented on a vision test record, Exhibit 1, or equivalent form.
5.0 QUALIFICATIONS FOR CERTIFICATION 5.1 Candidates considered for initial certification as NDE Level III shall have a valid NDT Level III certificate from ASNT in at least two methods and shall have a minimum of four years of experience as a certified NDE Level II in the applicable examination method. This requirement will satisfy the necessary education, training, and experience for certification in accordance with this, standard without further verification.
5.2 Education, training and experience shall be documented by the ca2didate on the NDE Education and Training Resume, Exhibit 2, and the NDE Experience Resume,
() Exhibit 3, 6.0 EXAMINATIONS 6.1 Examination for certification shall be administered by an M&QS NDE Level III certified in the applicable method.
- 1) The basic examination requirement is satisfied by the ASNT Level III certificate.
- 2) The method examination requirement is satisfied for those ASNT certified methods.
6.2 Each candidate shall be examined to demonstrate practical proficiency in the applicable method by writing an NDE Procedure for a specific application, to a specific Code selected by the Examiner, perform an NDE examination, and evaluate the results for each method in which certification is attempted. For radiography, only evaluation is required for performance.
6.3 In addition, for methods not covered by the candidate's ASNT NDT I4 vel III Certificate, the following shall be administered.
6.3.1 Method Examination
- 1) Thirty (30) questions relating to fundamentals and principles for each method, and e 3'

- 3) Twenty (20) questions relating to capability for interpreting codes, standards, and specifications relating to the method.
6.3.2 Specific Examination
- 1) Twenty (20) questions relating to specifications, equipment, techniques, and procedures applicable to the product (s) and methods employed, and to the administration of the written NDE standard.
6.4 Each examination required by this standard requires a grade of 80 percent or greater for certification. Candidates who fail any examination portion must wait at least thirty (30) days or show evidence of having restudied or had additional training, to the satisfaction of the M&QS NDE Level III, prior to reexamination.
M CERTIFICATION 7.1 An NDE Level III's certification is valid for a period not to exceed three years. The Manager of M&QS certifies Level III personnel based on the recommendation of the NDE Services Supervisor for compliance with this standard.
Certifications are documented on the Certification Statement (Exhibit 4) which includes examination results.
8.0 RECERTIFICATION

'- 8.1 NDE Level III individuals will be recertified by reexamination at least once every three years to include a practical examination as referenced in 6.2.
8.2 An NDE Level III may be recertified as an NDE Level II without examination, when the individual is transferred to a jobsite, provided his examinations, education, training and experience meet the requirements of NEPQ-2.
9.0 INTERRUPTED SERVICE 9.1 A period of interrupted service greater than 12 months shall require recertification by examination, in accordance with 6.2.
10.0 RECORDS 10.1 Tor candidates who qualify for certification or recertification, the original qualification records summary, certification statement, and vision test record shall be maintained by the Materials and Quality Services NDE Services Section. In addition, the complete current examination papers for each part of the examinations shall be maintained by the Materials and Quality Services NDE Services Section.
cm 10.2 When a Level III performs any NDE activity at a Bechtel project, a copy of gti his certification will be placed on file at that jobsite.
