Ultrasonic Level II d) Ultrasonic. Thickness Level II Measurement e) Liquid Penetrant Levels I and II f) Visual Levels I and II g) Leak Testing Levels I and II h) Eddy Current Levels I and II 1.2 NDE Level III individuals are qualified and certified in accordance with NEPQ-1.

2.0 DEFINITIONS 2.1 Terms included in this standard are defined as follows:

a) Quali fication

- Demonstrated skill, training, and experience required for personnel to properly perform the duties of a specific method.

)

b) Ce r ti fica tion

- Written documentation of qualification.

c) Certifying Agency

- Msterials and Quality Services Department of Bechtet.

d) Training

- The program developed to impart the knowledge and skills necessary for qualification.

e)

Interrupted Service

- A period of inactivity in the nondestructive test method for which an individual holds certification.

f) Qualifying Experience - Experience used to satisfy qualification requirements must be gained under the guidance of an individual certified in the appropriate method.

4.1.1 NDE Level I This individual must have sufficient training and experience to properly perform the necessary examinations.

The NDE Level I shall be responsible to a person certified as a Level II or III for the proper performance of the examinations in the applicable method.

4.1.2 NDE Level II This individual shall perform and interpret the examination results in the specific NDE method in accordance with the applicable nandestructive examination procedure.

NDE Level II personnel designated and duly recorded can be assigned by the NDE Level III to perform training, and other designated functions.

4.2 While in the process of being qualified and certified to NDE Level I or II, personnel in trainee status shall work with a certified individual and shall not conduct independently any examit.ation, interpret any results of an examination, or write a report of examination results.

These individuals sha11 be designated as NDE trainees and need not have any prior NDE education, training, or experience.

5.0 PHYSICAL REQUIREMENTS 5.1 Each successful candidate shall be examined on an annual basis to assure adequate color vision and near distance visual acuity in at least one eye.

5.1.1 Tor near distance visual acuity, the individual shall read the J-1 letters on a standard Jaeger test chart,at a distance of'not less than 12 inches.

5.1. 't For color vision, candidates shall be capable of distinguishing and differentiating contrasts between colors used in the method for which they are being qualified.

This can be demonstrated by the practical examinations, Ishihara test plates, or equivalent test.

Results shall be documented on a practical examination checklist and/or a vision test record.

5.2 If the candidate should fail the examination (s) described in paragraph 5.1, a retest may be conducted upon presentation of proof of corrected vision.

5.3 The examination (s) required by paragraph 5.1 may be administered by a medical physician, nurse, or an NDE Level III, and shall be documented on a vision test record, Exhibit 2, or equivalent form.

6.0 EDUCATION, TRAINING. AND EXPERIENCE

6.1.1 Personnel who have received NDE training and/or certification from employers other than Bechtel shall provide documented evidence whenever

possible.

Previous training / certification information shall be appended to and referenced on Forms HQS-NDE 013 (Exhibit 4), and HQS-NDE 014 (Exhibit 3).

Resumes shall be completed by candidates for certification and reviewed by a RDE Level III.

6.2 To be considered for certification, a candidate shall satisfy the training and experience criteria for the applicable level and method, as noted in Table 1.

Training shall be listed in hours, and experience shall be recorded in months.

6.3 If a person is being certified directly to Level II with no time at Level I, the required months of experience and training hours shall consist of the sum of the requirements for NDE Levels I and II.

6.3.1 The experience factor in months shall be based on a normal 40-hour work week (175 hours0.00203 days <br />0.0486 hours <br />2.893519e-4 weeks <br />6.65875e-5 months <br /> per month).

When work is performed in excess of a 40-hour week, credit may be based on total documented hours.

6.3.2 Credit towards the minimum experience requirements may be granted for laboratory hours spent in an educational program, provided an M&QS NDE Level III has evaluated the curriculum and determined that it is applicable to Bechtel requirements.

When granted, credit shall be at a 50 percent ratio (e.g., 40 laboratory hours equivalent to 20 hours2.314815e-4 days <br />0.00556 hours <br />3.306878e-5 weeks <br />7.61e-6 months <br /> of experience). Total time grant.a shall not exceed 50 percent of the total experience time required.

6.3.3 Credit for experience may be gained simultaneously in two or more

methods.

For initial certification, the candidate must spend at least 25 percent of qualifying work time on each method for which experience is being claimed in accordance with paragraph 4.2.

6.4 For nondestructive examination methods that consist of more than one operation or type, personr.el may be qualified to perform only one operation or

type, In these cases, the number of training hours may be reduced.

Training hours shall not be less than that stated in Table 1 for Level II in the method for which certi fication is sought.

Any limitations or restrictions shall be documented on the individual's certification statement.

7.0 EXAMINATION 7.1 Each candidate for NDE Levels I or II shall be given a three part examination covering 'ehe general, specific, and practical aspects of the method for which the individual is being evaluated for certification.

An NDE Level III shall administer all three parts of the examination.

7.1.1 The general examination shall be a closed book examination and shall cover the basic test principles relative to the applicable method.

The designated number of questions for the general examination in each method is listed in Table 2.

7.1.2 The general examination shall be completed within a period of two (2) hours without access to reference material.

The designated number of questions for the specific examination in each method is licted in Table 3.

The applicable NDE procedure used shaP be documented on the specific examination.

The candidate shall be allowed one hour to complete the examination.

7.1.4 For the practical examination, the candidate shall demonstrate to the satisfaction of the NDE Level III familiarity with the Bechtel NDE v ocedure selected and capability to operate the necessary equipment.

NDE L 1 11 candidates shall also demonstrate ability to evaluate NDE results.

.,e least one selected specimen with known discontinuities shall be examined.

The results of the exacination shall be graded by the NDE Level III using a prepared checklist with at least 10 dif ferent checkpoints.

A description of the test specimen and the specific Bechtel nondestructive examination procedure shall be documented on the prepared checklist.

7.1.5 For ultrasonic thickness measurements (UT-TM), the practical examination shall be performed using a digital readout instrument.

At least three samples of known thickness shall be measured. A prepared checklist shall be used.

The applicable NDE procedure shall be noted on the checklist.

7.2 A composite grade of 80 percent or greater is required for qualification.

In addition, each grade for the general, specific, and practic*al examinations shall be 70 percent or greater.

If the time period for reexamination exceeds 60 days, all examination portions must be tsken.

In no case shall the candidate be retested with the same examination (s).

7.4 A percentile weight fact 6r shall be applied to the percentage grades for each examination part, i.e.,

general, specific, and practical.

8.1 An individual's certification is valid for a period not to exceed three years.

8.2 Notification for transfer of certification from one project to another r

shall be forwarded to the NDE Services Section in H&QS. Notification for

transfer of certification shall be evatusted and administered by an NDE Level III, who shall verify that the individual had been satisfactorily working in the capacity to which certified within six months prior to transfer.

Individuals avst perform in the method to which certified within six months efter transfer. An individual whose certification is not transferable shall be reexamined in accordance with paragraph 7.0.

8.3 Certification in the radiographic examination method is restricted tot a)

NDE Level II

- Radiographic Film Interpretation, or b)

NDE Level II-P - Radiographic Reviewer for evaluation of supplier radiographic procedures, techniques and film.

8.4 Personnel certification in Ultrasonics includes qualification for Ultrasonic Thickness Measurement.

8.5 Special levels of qualification and certification may be required to meet specific procedures, codes, and specifications.

For these special applications, the training requirements may be changed b-,

the Level III Examiner.

These special levels and any restrictions will be noted on the Certification Statement.

9.0 INTERRUPTED SERVICE 9.1 PersonnP. with an interrupted period of service in the method certified O

exceeding 12 months, shall be reeertified by examination in accordance with paragraph 7.0.

10.0 RECERTIFICATION 10.1 NDE Level I and Level II personnel shall be recertified at least once every three years by reexamination in accordance with paragraph 7.0.

10.2 An NDE Level III may be recertified as an NDE Level II without examination, provided the NDE Level III requirements meet or exceed the NDE Level II requirements.

10.3 Bechtel individuals who have terminated employment may be recertifico to former NDE Levels provided:

,10.3.1 Recertification is within six months of termination.

10.3.2 The individual was working in the capacity to which certified vs.hin six months' of terminacion.

10.3.3 Individuals who f ail to meet these requirements shall be certified based on examination as described in paragraph 7.0 after receiving additional training.

11.0 TERMINATION OF CERTIFICATIONS

11.2 A certification shall be automatically suspended when an eye examination as described in paragraph 5.0 e::pires.

The individual's certification shall be

reinstated upon meeting the requirements of paragraph 5.0.

12.0 RECORDS 12.1 For candidates who qualify for certification, certification shall be documented on a certification statement, (Exhibit 1).

Certifications are recommended by an NDE Level III, and certified by the NDE Services Supervisor in Materials and Quality Services.

12.2 For candidates who are certified or recertified, a certification statement and vision test record shall be transmitted to the responsible individual at the jobsite.

In addition, a copy of qualification records, certification statement and vision test record of the NDE Level III who recommended the individual, shall be transmitted to the responsible individual at the jobsite.

12.3 The original papers of the three part examination required in 1

paragraph 7.0 and the original copy of the certification statement shall be maintained by Haterials and Quality Services NDE Services Section.

The eye examination current at the time of certification shall be maintained by M6QS.

Annual eye examinations af ter initial certificar# 7 shall be maintained by the responsible individual at the jobsite.
