i am totally' opposed to your proposed rule change regarding Jmergency Planning Zoner, which would allow n L

nuclear facilities to write and institute their .own l L evacuation plans in the event that state and lo' cal '

l. officials have determined that such plans are unworkable l (and will-not participate in planning anythind less).

Locally, the 9~;abrook nuclear plant is the issue.

Governor Dukakis may or may not be opposed to nuclear

-power, but his decision not to approve evacuation plaas for the ..;assachusetts communities within ten miles of the plant ic clearly -based only in issues of safety, p There is simply no way to evacuate the population

! surrounding the nuclear plant in any reasonable amount l o f time, and to pretend otherwise is to jeopardize the safety and liveu of thou2ande of people.

r l- The proposed rule change, as relates to Ceabrook, ir abcolu tely foolhardy. If anything, the evacuation radits should be expanded, and sites for future nuclear e

power plants should be cited far away from dence population I areas. The mictake for building the Seabrook plant in an area that cannot be- evacuated must not be borne by

, local residents.
