NRC STAFF'S TENTH PROGRESS REPORT AND ANNOTATED BIBLIOGRAPHY

1. PROGRESS REPORT This progress report is prepared in response to the Licensing Board's "Memorandum and Order (Progress Report and Notice of Available Documents)" dated June 6, 1986, and covers the period January 1, 1988 through February 29, 1988.
1. Discovery There has been no change in the status of discovery during this reporting period, '

! 2. Construction Permits The Applicants' April 29, 1987 request for an extension of the latest construction cortpletion date of Construction Permit CPPR-127 for the l

Comanche Peak Steam Electric Station (CPSES), Unit 2, is still under Staff consideration.

3. Operating Licenses l During this reporting period, the Staff received Applicants' submittal i

- a ventilation, and air conditioning) and the Collective Significance Report.

This constitutes the final 7 of the 13 Applicant documents around which the litigation schedule is organized, as ordered by the Board. The Staff completed work on its evaluation of the corrective action program for large and small bore piping and pipe supports. The evaluation was issued on March.9,1988 as Supplement 14 to the Safety Evaluation Report

. (SER) related to the operation of CPSES, Units 1 and 2. In accordance with the Board's Memorandum and Order of November 18, 1987, the issuance of this Supplement begins the 30-day discovery period of Staff by the Citizens Association for Sound Energy in the area of large bore ,

and small bore piping and pipe supports.

4. Staff Review and Efforts On January 22, 1988 the Staff issued its evaluation and approval of Revision 4 to the Comanche Peak Response Team (CPRT) Program Plan and the Corrective Action Program (CAP) plans developed to address regulatory compliance and licensing issues for the CPSES. The evaluation states several conditions for acceptability of the plans, including a l

condition for approval by the Staff prior to implementation of any changes to the programs. The Staff concluded that the plans acceptably describe the means by which the Applicants intend to establish the adequacy of the design and construction of the CPSE5 and also provide the framework by which the Staff expects to find resolution of any related licensing issues associated with NRC's review of the Final Safety Analysis Report (FS AR) .

Staff review and evaluation of licensing items is ongoing. On Jan-uary 6, 1988, the Staff transmitted for Applicants' review the typed l

second draft Technical Specifications (TS) for CPSES, Unit 1, which were provided as a mark-up in December 1987. Staff and TU Electric licensing representatives met on February 3 and 4, 1988 to discuss the status of open licensing issues. On February 5, 1988, the Staff met with Appil-cants to discuss development 'and attenuation of jets from high-energy line breaks.

The Staff attended two meetings between the Applicants and CASE.

The first meeting, held on February 18, 1988, concerned the CAP scope of work on cable tray and cable tray hangers and conduit and conduit supports . On February 19, 1988 the Applicants conducted a plant tour to show examples of hardware corrections currently under way. The second meetino, held on February 25 and 26,1988, consisted of discussions on piping and pipe supports, civil / structural, mechanical, and equipment qualification issues and was followed by a plant tour on February 27, 1988.

The Staff approved by letter dated January 15, 1988 the Applicants' use of ASME Code Case N-71 Revision 15 which allows the use of a yleid strength of 42 ksi for selected pipe supports fabricated from A500 Grade B (cold-formed) structural tube steel. On February 23, 1988, the Staff responded to the Applicants' response to Generic Letter 86-16, Westinghouse ECCS Evaluation Models (October 22, 1986). The Staff accepted the Applicants' position that new emergency core cooling system l

(ECCS) analyses were not required for CPSES, Units 1 and 2, but informed them that the proposed CPSES, Unit 2, FSAR amendment for optimized fuel assemblies (not yet submitted) should be supported by an updated ECCS analysis.

4 The Staff continued its review of the Applicants' design validation activities associated with the CAP, issuing Inspection Report 50-445/87-37; 50-446/87-28 on February 8, 1988. This report covers the second design inspection of the mechanical /fiuid systems, civil / structural, electrical, instrumentation and control, and systems interaction design areas being reviewed by Stone and Webster Engineering Corporation and Ebasco Services, incorporated. Follow-up inspections to resolve open items from the two design inspections conducted thus far were performed

- during this reporting period. Additional inspections will be conducted during the next reporting period. Following Staff review of the Applicants' resolution of open items in these CAP areas, the Staff expects to document its review in one or more safety evaluations. The Staff c ncluded its review of the piping and pipe support issues and issued a supplement to the Safety Evaluation Report as discussed in Section 1.3.

Further audits of the Applicants' deMgn verification efforts in the areas of cable tray hangers, conduit supports, and heating, ventilation, and air conditioning (HVAC) ducting and supports are scheduled to be conducted during the next reporting period. The previous Staff efforts in these l areas are documented in inspection Report 50-445/87-39; 50-446/87-30 i

issued on February 9,1988.

The NRC Comanche Peak Allegation Review Committee ( ARC) met on January 7, 1988 and February 4, 1988. The Committee discussed Staff actions necessary to address 1 new allegation received since the Novem-ber 19, 1987 ARC meeting, in addition, the ARC reviewed the status of I

past a!!egations and actions needed to close those that remain open. On January 21, 1988, the Staff transmitted for Appilcants' review the l

technical evaluation of 2 groups of electrical allegations and 8 groups of civil / structural allegations. These allegations were received by the NRC Technical Rev.lew Team and were not addressed in Supplements 7 through 11 of the SER either because they were received late or because the technical evaluations were not complete. This transmittal identified a number of areas where open issues remain to be addressed by the Applicants. During the week of February 22, 1988, the Staff conducted an inspection of the Applicants' programs for identifying and resolving employee concerns which will be documented in an inspection report.

5. O_r g site inspection Activities The NRC onsite inspectors and consultants continued their safety inspections of the CAP, including issue Specific Action Plans , the post-construction hardware validation program, the Technical Audit Prog ram , and construction work in progress; the preoperational test l program: QA/QC activities; the specification procedure and drawing j update program; and follow-up on previously identified NRC findings, allegations, 10 CFR 50.55(e) and Part 21 deficiency reports, NRC Bulletins, and Arlotto Report (NUREG-1257) recommendations.

l A total of 136 items requiring NRC follow-up inspection were closed in NRC resident inspection reports of onsite activities issued during January and February 1988 and 13 new items requiring follow-up were opened.

b. Inspection Report 50-445/87-33; 50-446/87-25 documents one un-resolved item relating to the acceptability of equipment qualification walkdown documentation based on the data sheets reviewed by the NRC.

Inspection Report 50-445/87-35; 50-446/87-26 documents one violation with eight examples of errors made by walkdown engineers, two deviations relating to conflicting dates on calculation packages and four examples of errors made by walkdown engineers, and one open item relating to gasket material being squeezed from IWAC hem flanges.
d. Inspection P.epo rt 50-445/87-36; 50-446/87-27 documents NRC closure of 64 IE Bulletins, 17 50.55(e) deficiency reports, and 9 other concerns being followed up by the NRC. The report concluded that the Applicants appear to be adequately controlling and addressing past and present deficiencies and Bulletins issued to date.
c. Inspection Report 50-446/88-01; 50-446/88-01 documents one violation for issuing an inspection procedure without the required approval of the discipline Level 111 inspector and one open item relating to both the QA and Reactor Engineering organizations reporting to the same corporate vice president.
f. Inspection Report 50-445/88-02 documents one open item relating to a 10 CFR Part 21 report which the Applicants have not yet received.
g. Inspection Report 50-445/88-04; 50-446/88-03 documents one open item releting to two cables hanging outside their cable tray,
h. Inspection Report 50-445/88-06 documents one open item relating to the documentation of changes to the joint test group in an amendment to the FSAR.

These inspection reports were issued within an average of 19 days after the end of the inspection period.

in addition to the above, Examination Report 50-445/OL 87-02 was issued on January 15, 1988 documenting the results of senior reactor l

operator (SRO) license examinations administered during the week of December 14, 1987 at CPSES. Three of the 5 SRO candidates successfully completed their examinations and were issued licenses, inspection Report 50-445/87-22 documenting inspection of the Appli ants' fire protection program conducted during the week of October 19, 1987 was issued on January 12, 1988. During the period January 19 through 21, 1988, Region 111 performed a preservice inspection at CPSES which is documented in Inspection Report 50-445/88-08: 50-446/88-05 dated February 16, 1988. Region IV conducted an inspection during the week of February 1, 1988 of the CPSES radioto-pical environmental monitoring program which is documented in inspection Report 50-445/88-07; 50-446/88-06 dated March 3,1988. Inspection Report 50-445/87-38 dated February 3, 1988 documents a Region IV inspection conducted December 22 and 23, 1987 of activities authorized under NRC Special Nuclear Material License S NM-1912 for CPSES, Unit 1. None of the latter 3 inspections identified any violations or deviations.

Commissioner Carr and representatives of his staff toured the CPSES site on January 27, 1988.

6. Other The Staff issued Board Notification No. 88-01 on January 15, 1988 informing the Board that on March 6, 1987 the Executive Director for Operations disbanded the intimidation and Contention 5 Panels for Comanche Peak.

It contains separate lists of all documents originated by NRC that have been sent to the Applicants and to intervenors relating to Comanche Peak that were indexed during the period January 1, 1988 through February 29, 1986.

As explained in the Staff's First Progress Report, the listing of any particular document does not constitute a determination by the Staff of the document's relevance to either the OL proceeding or the CP extension proceeding.
